Nevertheless, according to article 41, paragraph 1 (c), of the International Covenant on Civil and Political Rights, the Committee responsible for monitoring the Covenant could deal with a matter referred to it only after it had ascertained that all domestic remedies had been invoked and exhausted, in conformity with the generally recognized principles of international law.
ورغما عن ذلك، فوفقا للفقرة ١ )ج( من المادة ١٤ من العهد الدولي الخاص بالحقوق المدنية والسياسية، فإن اللجنة مسؤولة عن رصد العهد لا تستطيع أن تتناول مسألة محالة إليها إلا بعد التأكد من أن جميع طرق سبل الانتصاف المحلية المتاحة قد استخدمت واستنفدت طبقا لمبادئ القانون الدولي المعترف بها عموما.

(c) The Committee shall deal with a matter referred to it in accordance with paragraph 2 of this article after it has ascertained that all available domestic remedies have been invoked and exhausted in the case, in conformity with the generally recognized principles of international law.
