Article 26 states that the Juvenile Court shall have judicial penal jurisdiction in all cases involving delinquent juveniles and judicial power to examine the conditions of juveniles prone to delinquency in the cases presented to the court by the Juvenile Welfare Commission through the Juvenile Parquet.

The ongoing programme, started in early 2001, supports national institutions in establishing an effective juvenile justice system, including a juvenile court in Luanda, a juvenile justice department within the Ministry of Justice and a network of prevention and rehabilitation referral centres for the Juvenile Court.

The protection and precautionary disciplinary measures provided for in the Juveniles Act No. 18, as amended by Act No. 51, have been standardized in order to give the Juvenile Court an opportunity to choose those most appropriate to the juvenile's situation since the purpose of the legislation is to ensure the reform and social rehabilitation of the juvenile delinquent.
151- لقد تم توحيد الحماية وتدابير التأديب الاحترازية الواردة بقانون الأحداث 18 بالتعديلات التي أقرها القانون 51 وذلك بهدف إعطاء الفرصة لمحكمة الأحداث بأن تختار ما يلائم حالة الحدث لأن الغاية التي يهدف إليها المشرع هي إصلاح الحدث الجانح وإعادته إلى السلوك الاجتماعي.

When the Juvenile Court determines that the health condition of a delinquent juvenile, or a juvenile prone to delinquency, requires medical attention, the court may order that the juvenile be placed in an appropriate health centre for the purpose of treatment for as long as his health condition requires this attention. The duration is determined on the basis of medical and social reports.
وإذا تبين لمحكمة الأحداث أن الحالة الصحية للحدث المنحرف أو المعرض للانحراف تستدعي الرعاية والعلاج الطبي، فلها أن تقرر إيداعه مؤسسة صحية مناسبة لهذا الغرض للمدة التي تستدعي حالته الصحية البقاء فيها تحت الإشراف الطبي المطلوب وفقاً للتقارير الطبية والاجتماعية على أن يعاد النظر في أمر هذا التدبير إذا تبين أن حالته الصحية أصبحت تسمح بذلك.

There have been no prosecutions of these offences involving Luxembourg children over the last two years, but there have been two cases concerning child pornography over the Internet involving children from elsewhere. Where children are involved in prostitution, the Juvenile Court can order protective measures if it considers that the child's moral or social development is threatened.

160- وقد تم توحيد الحماية وتدابير التأديب الاحترازية الواردة بقانون الأحداث 18 لعام 1979 بالتعديلات التي أقرها القانون 51 لعام 1979، وذلك بهدف إعطاء الفرصة لمحكمة الأحداث بأن تختار ما يلائم حالة الحدث، لأن الغاية التي يهدف إليها المشرع هي إصلاح الحدث الجانح وإعادته إلى السلوك الاجتماعي.

(b) the Juvenile Court may excuse a minor from attending a hearing in person and may authorize his counsel or tutor to attend in his stead, provided that the probation officer is present in court;
(ب) لمحكمة الأحداث إعفاء الحدث من حضور المحاكمة بنفسه والاكتفاء بحضور وليه أو وصية نيابة عنه ، على أن يحضر المحكمة مراقب السلوك؛

94. Under article 32 of the Juvenile Welfare Act No. 76 (1983), the Juvenile Court may, at the request of a relative of the youngster or juvenile or of the Department of Public Prosecutions, rule to revoke the guardianship of the youngster or juvenile for a period to be determined, in the following cases:
94- ونصت المادة 32 من قانون رعاية الأحداث رقم 76 لسنة 1983 على " لمحكمة الأحداث بناءً على طلب أحد أقارب الصغير أو الحدث أو الادعاء العام أن تقرر سلب الولاية على الصغير أو الحدث لمدة تقدرها " في الحالات الآتية:

97. Article 35 stipulates that the Juvenile Court may rule to restrict the guardianship of a youngster or juvenile, if it believes that the child's interests so require.
97- كما نصت المادة (35) على التالي: " لمحكمة الأحداث أن تقرر الحد من الولاية على الصغير أو الحدث إذا ارتأت أن مصلحته تقتضي ذلك " .

99. Under article 37, the Juvenile Court may rule to replace the guardian or change, modify, or revoke a measure that it had previously ordered, if it is in the interests of society or of the youngster or juvenile concerned.
99- ونصت المادة (37) على ما يلي: " لمحكمة الأحداث أن تقرر إبدال الولي أو تغيير الأجراء المتخذ من قبلها أو أن تعدل فيه أو تلغيه إذا كان ذلك يحقق مصلحة المجتمع والصغير والحدث " .

285. For offences which carry the death penalty or a life sentence, the juvenile courts may impose penalties other than those laid down in this article, such as the measures prescribed in article 8 of the Act, excluding reprimands and supervision.
285- ويجوز لمحكمة الأحداث - في غير الجرائم التي تكون عقوبتها الإعدام أو الحبس المؤبد بدلاً من توقيع العقوبات الواردة بهذه المادة - أن تحكم على الحدث بأحد التدابير المنصوص عليها في المادة الثامنة من هذا القانون عدا التوبيخ والتسليم.
