Discussions regarding the provision of financial support for the phase-out of HFCs were irrelevant in the absence of adequate replacements.
وتعتَبر المناقشات بشأن توفير دعم مالي للتخلص التدريجي لمركّبات الكربون الهيدروفلورية غير ذات صلة في غياب بدائل كافية تحلّ محلها.

7. The Parties recognized the adverse impact of HFCs on climate associated with the increasing use and emissions of HFCs and there was a sense of urgency among them regarding the need to address the issue.
7 - واعتَرفت الأطراف بالأثر الضار لمركّبات الكربون الهيدروفلورية على المناخ، وهو أثر يصاحب زيادة استعمال وانبعاثات هذه المركّبات، وكان هناك إحساس بين الأطراف بالحاجة العاجلة لضرورة معالجة هذه القضية.

Representatives of many small island developing States and countries with extensive coastlines highlighted their extreme vulnerability to the effects of climate change, notwithstanding the fact that they were not responsible for the vast majority of greenhouse-gas emissions, and the accompanying need for action to phase down HFCs.

One representative, speaking on behalf of a regional ozone network and associated countries with economies in transition, also expressed those parties' support for a phase-down of HFCs under the Protocol.
122- وأعرب ممثل تكلم بالنيابة عن الشبكة الإقليمية للأوزون والبلدان المنتسبة التي تمر اقتصاداتها بمرحلة انتقال عن تأييد تلك الأطراف للخفض التدريجي لمركّبات الكربون الهيدروفلورية بموجب البروتوكول.

In their countries, summer temperatures could reach as high as 55° C; in such circumstances, air conditioning was not a luxury but a necessity. Concerns over flammability and safety further limited the availability of alternatives to HFCs.

Several representatives argued that the phase-down of HFCs under the Montreal Protocol would complement parties' obligations under the Kyoto Protocol, not reduce them.

The representative of the European Union reported that his party had submitted a draft decision to the Framework Convention on Climate Change that would urge parties to the Montreal Protocol to take appropriate measures to phase down HFCs under the Protocol.
169- وذكر ممثل الاتحاد الأوروبي أن الطرف التابع له قدّم مشروع مقرر إلى الاتفاقية الإطارية بشأن تغير المناخ يحثّ الأطراف في بروتوكول مونتريال على اتخاذ تدابير مناسبة للخفض التدريجي لمركّبات الكربون الهيدروفلورية في إطار البروتوكول.

One joint proposal by Canada, Mexico and the United States of America and another, separate, proposal by the Federated States of Micronesia, both seek to amend the Montreal Protocol by phasing down HFCs, which are being used predominantly as replacements for ozone-depleting substances being phased out under the Montreal Protocol.
وكان هناك مقترح مشترك قدمته كندا والمكسيك والولايات المتحدة الأمريكية ومقترح منفصل آخر قدمته ميكرونيزيا (ولايات - الموحّدة) وكلاهما يلتمس إدخال تعديل على بروتوكول مونتريال بالتخفيض التدريجي لمركّبات الكربون الهيدروفلورية التي تُستخدَم بشكل غالب كبدائل للمواد المستنفدة للأوزون والتي يجري التخلّص نهائياً منها بموجب بروتوكول مونتريال.

There were many options for achieving a phase-down, including not only the use of alternatives to HFCs but also the use of lower-global-warming-potential HFCs (since the amendment's control schedules were weighted by global-warming potential), not-in-kind alternatives, and redesigned systems requiring significantly lower charges of refrigerants, among others.
وقال إن هناك خيارات كثيرة لتحقيق الخفض التدريجي، لا تقتصر على استخدام بدائل لمركّبات الكربون الهيدروفلورية فحسب، بل استخدام مركّبات الكربون الهيدروفلورية ذات دالة احترار عالمي أكثر انخفاضاً (حيث أن الجداول الزمنية للرقابة الواردة في التعديل وضعت وفقاً لدالة الاحترار العالمي)، وبدائل من نوع آخر، ونُظم أعيد تصميمها بحيث تستخدم شحنات أقل بكثير من مواد التبريد، ضمن أمور أخرى.
