The annual report highlighted in a thematic chapter the challenge of addressing the drug problem in marginalized communities and reviewed examples of successful measures to address the problem.
21- وقدَّمت الهيئة الدولية لمراقبة المخدِّرات تقريرَها السنوي لعام 2011،() وتقريرها لعام 2011 بشأن تنفيذ المادة 12 من اتفاقية الأمم المتحدة لمكافحة الاتجار غير المشروع بالمخدِّرات والمؤثرات العقلية لعام 1988.() وسلط التقرير السنوي الضوء، في أحد فصوله المواضيعية، على التحدي المتمثل في التصدي لمشكلة المخدِّرات في المجتمعات المحلية المهمَّشة، واستعرض أمثلة عن التدابير الناجعة لمعالجة هذه المشكلة.

At the global level, research on drugs has supported the international community in its efforts to define the international agenda by focusing on emerging challenges, estimating and monitoring the magnitude of the global drug problem and its different aspects, and by examining the drug problem in the broader context of criminal markets and the economy.
أمَّا على الصعيد العالمي، فإنَّ البحوث المعنية بالمخدِّرات قد دعمت المجتمع الدولي في جهوده الرامية إلى تحديد جدول الأعمال الدولي، من خلال التركيز على التحدِّيات الناشئة وتقدير ورصد ضخامة حجم مشكلة المخدِّرات العالمية بمختلف جوانبها، ومن خلال الدراسة المتأنِّية لمشكلة المخدِّرات ضمن السياق الواسع النطاق الذي يشمل الأسواق الإجرامية وكذلك الاقتصاد.()

(a) All Meetings of Heads of National Drug Law Enforcement Agencies, Latin America and the Caribbean, should consider all the pillars of the Political Declaration and Plan of Action that cover measures to reduce supply and demand, analysis of social and economic consequences and the structural causes of the drug problem and analysis of new challenges in international cooperation;
