Given the importance of the human element in safety management and, in particular, the need to maintain a global standard for training for seafarers, IMO has regularly revised and updated the Standards of Training, Certification and Watchkeeping for Seafarers Convention.

The Department of Safety and Security should monitor whether, and ensure that, all security personnel are adequately trained in accordance with the established common training standards and have the capability to perform their functions, particularly in their capacity to respond effectively to security crises.
