At its fifty-third session, the Assembly emphasized that the publications should fulfil an identifiable need, should not duplicate other publications inside the United Nations system and should be produced in a cost-effective manner (see Assembly resolution 53/59 B, para. 10).

The Advisory Committee recalls that the General Assembly, in its resolution 49/38 B of 9 December 1994, requested " the management of the Department of Public Information to review its publications and proposals for publications to ensure that all publications fulfil an identifiable need, that they do not duplicate other publications inside or outside the United Nations system and that they are produced in a cost-effective manner " .
