12. In conclusion, he said he hoped that the Tenth United Nations Congress on the Prevention of Crime and the Treatment of Offenders and the adoption of new international legal instruments would help to strengthen efforts to combat crime.

Mr. Belinga-Eboutou (Cameroon) said that his country was a party to all the international conventions on drug control and had recently acceded to the statute of the African Institute for the Prevention of Crime and the Treatment of Offenders (UNAFRI), which it hoped would support its efforts to combat widespread illicit drug use.

On the equality of all persons before the law, the book Estudio del Funcionamiento del Sistema Penal en Bolivia (Study of the Functioning of the Penal System in Bolivia) prepared by the Latin American Institute for the Prevention of Crime and the Treatment of Offenders (ILANUD) and published by the Catholic University of Bolivia in June 1994, states the following conclusions:
