The main objective is to promote environmentally sustainable development within the bi-national basin, taking into account investment plans elaborated by the “Bi-national Commission for the Development of the Upper Bermejo and Grande de Tarija River Basins”, in order to reverse environmental degradation of land and water resources of the basin.
والغاية الرئيسية منه هو تعزيز تنمية مستدامة بيئيا داخل الحوض التابع للدولتين، مع مراعاة خطط الاستثمار التي وضعتها " لجنة الدولتين لتنمية حوضي نهري بيرميخو وغراندي دي ناريخا " بغية عكس مسار التدهور البيئي لموارد اﻷراضي والمياه للحوض.

(b) That the Commission on Sustainable Development affirm the vital importance of establishing a global implementation plan to avert the pending water crisis, incorporating principles for the effective management of land and water resources and guidelines and schedules based on Agenda 21;
)ب( أن تؤكد لجنة التنمية المستدامة اﻷهمية الحيوية لوضع خطة تنفيذ عالمية لتجنب أزمات المياه الوشيكة، تتضمن مبادئ اﻹدارة الفعالة لموارد اﻷراضي والمياه ومبادئ توجيهية وجداول زمنية استنادا الى جدول أعمال القرن ٢١؛

(d) Ensure sustainable management of land, water, and forestry resources and environmental protection in order to: promote the conservation and sustainable use of land and water resources and manage sustainably the forest resources; enhance environmental protection; and improve disaster preparedness;
