59. In order to ensure international coordination, coherence and monitoring of progress in implementing disaster risk reduction at all levels, the Secretary-General recommends that the Assembly endorse the proposed strengthening of the Strategy system, its governance, secretariat and the distribution of roles and responsibilities among agencies in support of the implementation of the Hyogo Framework.
