On 20 December 2000, the Secretary-General circulated a note verbale to the States parties mentioned above, drawing their attention to the report of the Secretary-General for 20001 and to paragraph 1 of United Nations General Assembly resolution 55/7 of 30 October 2000 calling upon all States that have not done so, in order to achieve the goal of universal participation, to become parties to the Convention and the Agreement.
