Any law, customary practice or a decision of an organ of state or a public official that contravenes this Constitution shall be of no effect.
ولا يعمل بأي قانون أو قرار صادر، أو ممارسة عرفية صادرة، عن إحدى هيئات الدولة أو عن مسؤول حكومي بالمخالفة لهذا الدستور.

Particulars shall be determined in State Constitutions to be promulgated in conformity with this Constitution.

83. One of the fundamental political objectives of this Constitution has been to achieve an appropriate balance of powers, strengthening the effectiveness of the Council of Ministers and Congress itself, together with appropriate municipal decentralization.
٣٨ - ومن بين اﻷهداف السياسية الرئيسية لهذا الدستور تحقيق توازن ملائم بين السلطات، وتعزيز فعالية مجلس الوزراء والكونغرس ذاته، جنبا إلى جنب مع تحقيق اللامركزية الملائمة من خلال المجالس البلدية.

3°. If the Government declare that the State has become obliged, pursuant to the Agreement, to give effect to the amendment of this Constitution referred to therein, then, notwithstanding Article 46 thereof, this Constitution shall be amended as follows:
ثالثاً - إذا أعلنت الحكومة أن الدولة أصبحت ملزمة، عملاً بهذا الاتفاق، بإنفاذ التعديل لهذا الدستور المشار إليه في ذلك الموضع، عندئذ يتم، بالرغم من المادة 46 منه، تعديل الدستور على النحو التالي:

The " right of the Chadian People to resist and to disobey any individual, any State body that takes power by force or exercises it in violation of the present Constitution " ;
" حق الشعب التشادي في مقاومة وعصيان كل فرد، وكل هيئة تابعة للدولة تستولي على السلطة بالقوة أو تمارسها بطريقة تشكل انتهاكاً لهذا الدستور " ؛

98. Article 2 of the Constitution stipulates: " In the Republic of Paraguay sovereignty resides with the people, who shall exercise it in accordance with this Constitution. "
98- وتنص المادة 2 من الدستور على ما يلي: " تكون السيادة في جمهورية باراغواي للشعب الذي يمارسها وفقاً لهذا الدستور " .

(c) Ensuring the effective exercise of the powers of the High Court, the preservation and enforcement of the rights, freedoms and duties in accordance with this Constitution.
(ج) ضمان الممارسة الفعالة لسلطات المحكمة العليا وصون الحقوق والحريات والواجبات وإنفاذها وفقاً لهذا الدستور.

(1) A person born in Swaziland after the commencement of this Constitution is a citizen of Swaziland by birth if at the time of birth the father of that person was a citizen of Swaziland in terms of this Constitution.
1- يكون الشخص الذي يولد في سوازيلند بعد بدء العمل بهذا الدستور مواطناً سوازيلندياً بحكم المولد إذا كان والد ذلك الشخص وقت مولده من مواطني سوازيلند وفقاً لهذا الدستور.

(2) A person born outside Swaziland after the commencement of this Constitution is a citizen of Swaziland if at the time of birth the father of that person was a citizen of Swaziland in terms of this Constitution'.
2- يكون الشخص الذي يولد خارج سوازيلند بعد بدء العمل بهذا الدستور مواطناً سوازيلندياً إذا كان والد ذلك الشخص وقت مولده من مواطني سوازيلند وفقاً لهذا الدستور.

According to Article 276 of the Constitution of 1987, " The National Assembly may not ratify any international treaty, convention or agreement containing clauses contrary to this Constitution. "
بموجب المادة 276 من دستور عام 1987، " لا تستطيع الجمعية الوطنية إبرام أي معاهدة أو اتفاقية أو اتفاق دولي تتضمن بنودا مخالفة لهذا الدستور " .

The second paragraph of the article states that " the provisions relating to human rights shall be interpreted according to this Constitution and the international treaties on the subject by furthering the broadest protection of people at all times " .
وينص في الفقرة الثانية منه على أنه: " تفسَّر القوانين المتعلقة بحقوق الإنسان وفقاً لهذا الدستور وللمعاهدات ذات الصلة مع إعطاء الأولوية في جميع الأحوال لحماية الأشخاص على أوسع نطاق " .

" (1) Members of Parliament shall be elected under a system of universal, citizen, adult suffrage, in accordance with this Constitution and any law made for the purposes of s.8 (electoral laws).
" (1) ينتخب أعضاء البرلمان بموجب نظام للاقتراع العام يشمل جميع المواطنين البالغين، وفقاً لهذا الدستور ولأي قانون يعتمد لأغراض المادة 8 (القوانين الانتخابية).

Article 1, paragraph (e) further stipulates: " Citizens, both men and women, are entitled to participate in public affairs and shall enjoy political rights, including the right to vote and to stand for elections, in accordance with this Constitution and the conditions and principles laid down by law " .
كما ينص الدستور في مادته الأولى فقرة هـ على أن: " للمواطنين، رجالا ونساء، حق المشاركة في الشؤون العامة والتمتع بالحقوق السياسية بما فيها حق الانتخاب والترشيح، وذلك وفقا لهذا الدستور وللشروط والأوضاع التي يبينها القانون " . - تنظيم السلطات

(1) The President of the Republic with the consent of the First Vice President, may upon the occurrence of an imminent danger, whether it is war, invasion, blockade, natural disaster of epidemic as may threaten the country, or any part thereof the safety or economy of the same, declare a state of emergency in the country or in any part thereof, in accordance with this Constitution and the law.
(1) يجوز لرئيس الجمهورية، بموافقة النائب الأول، عند حدوث أو قدوم أي خطر طارئ يهدد البلاد أو أي جزء منها، حرباً كان أو غزواً أو حصاراً أو كارثة طبيعية أو أوبئة، يهدد سلامتها أو اقتصادها، أن يُعلن حالة الطوارئ في البلاد أو في أي جزء منها، وفقاً لهذا الدستور والقانون.

The 1973 Constitution affirmed the equal rights of all citizens: " Citizens shall have the right to participate in the public affairs of the State and enjoy political rights, beginning with the right to vote, in accordance with this Constitution and the conditions and procedures set forth in the law " (art. 1(e)).
وفي دستور عام 1973، تؤكد مساواة جميع المواطنين أمام القانون: " للمواطنين حق المشاركة في الشؤون العامة والتمتع بالحقوق السياسية، بدءاً بحق الانتخاب، وذلك وفقا لهذا الدستور وللشروط والأوضاع التي يبينها القانون " . (المادة 1 (ه)).

The Constitution of Bosnia and Herzegovina explicitly provides that the " [d]ecisions of the Constitutional Court are final and binding " , and that " [t]he Entities and any subdivisions thereof are required to comply fully with this Constitution (...), and with the decisions of the institutions of Bosnia and Herzegovina " .
وينص دستور البوسنة والهرسك صراحة على أن ' ' قرارات المحكمة الدستورية نهائية وملزمة " ، وأن ' ' الكيانين وجميع فروعهما ملزمون بالامتثال التام لهذا الدستور (...)، ولقرارات مؤسسات البوسنة والهرسك " .

The Constitution of 1982 also guarantees: the right of parents to choose the type of education they wish to give to their children (article 152); the elimination of illiteracy as a primary task for the State (article 154); freedom of education and training (article 155); the right to establish educational centres with due compliance with this Constitution and other laws (article 166); and the education of handicapped persons (article 169).
كما يضمن دستور عام 1982 ما يلي: حق الأبوين في اختيار نوع التعليم الذي يرغبان بإعطائه لأطفالهما (المادة 152)؛ والقضاء على الأمية بوصف ذلك عملا أساسيا بالنسبة للدولة (المادة 154)؛ ومجانية التعليم والتدريب (المادة 155)؛ والحق في إنشاء مراكز تعليمية مع الامتثال الواجب لهذا الدستور وغيره من القوانين (المادة 166)؛ وتعليم الأشخاص المعوقين (المادة 167).
