13. Several representatives referred to the recommendation made at the Fifteenth Meeting of HONLEA to encourage representatives of source and destination countries outside the region to actively participate in meetings of HONLEA, Africa.
13- وأشار ممثلون عدّة إلى التوصية المقدّمة من الاجتماع الخامس لهونليا بشأن تشجيع ممثلي بلدان المصدر والمقصد من خارج المنطقة على المشاركة بفعالية في اجتماعات هونليا، أفريقيا.

The Secretary informed the Meeting participants that it had not been possible to hold the Seventeenth Meeting of HONLEA, Africa, in Abidjan owing to the absence of the requisite clearance by the United Nations Security Coordinator but that it was hoped that the situation would allow for the Eighteenth Meeting of HONLEA, Africa, to be held in Abidjan in 2008.
وأبلغ الأمينُ المشاركين في الاجتماع بأنه لم يتسنّ عقد الاجتماع السابع عشر لهونليا أفريقيا في أبيدجان بسبب عدم الحصول على التصريح اللازم من منسّق الأمم المتحدة لشؤون الأمن، وأعرب عن أمله في أن يسمح الوضع بعقد الاجتماع الثامن عشر لهونليا أفريقيا في أبيدجان في عام 2008.

3. The Ninth Meeting of HONLEA, Africa, adopted the recommendations of the working groups contained in chapter I, paragraph l, of the report of the Meeting.

4. The Twenty-first Meeting of HONLEA, Asia and the Pacific, adopted the recommendations of its working groups contained in chapter I, paragraph 1, of the report of the Meeting.
٤ - اعتمد الاجتماع الحادي والعشرون لهونليا آسيا والمحيط الهادئ توصيات أفرقته العاملة ، الواردة في الفقرة ١ من الفصل اﻷول من تقرير الاجتماع .

36. For the provisional agenda for the Eighth Meeting of HONLEA, Latin America and the Caribbean, currently scheduled to be held at Santiago, Chile, during the second half of 1997 unless an invitation is received from a Government in the region to host it, see paragraph 5.
٦٣ - للاطلاع على جدول اﻷعمال المؤقت للاجتماع الثامن لهونليا أمريكا اللاتينية والكاريبي ، المزمع حاليا عقده في سنتياغو ، شيلي ، أثناء النصف الثاني من عام ٧٩٩١ ما لم ترد دعوة من احدى حكومات المنطقة لاستضافته ، انظر الفقرة ٥ .

The Fifteenth Meeting of HONLEA, Africa, considered the following issues: (a) impact upon African States of transit traffic in illicit drugs; (b) the underlying threat of illegal cannabis production in Africa; and (c) protection of witnesses.
ونظر الاجتماع الخامس عشر لهونليا في أفريقيا في المسائل التالية: (أ) تأثير الاتجار العابر بالمخدرات غير المشروعة على الدول الأفريقية؛ (ب) الخطر الكامن في إنتاج القنّب غير المشروع في أفريقيا؛ (ج) حماية الشهود.

The representative of Mexico indicated that her Government placed special emphasis not only on the importance of supply reduction, but also on the issue of exchange of information, and in that regard referred to the statistical yearbook produced by Mexico based on a recommendation of the Fifth Meeting of HONLEA.
31- وأشارت ممثلة المكسيك إلى أنَّ حكومتها لا تقتصر في تركيزها بصفة خاصة على أهمية خفض العرض فحسب، بل تركز على مسألة تبادل المعلومات أيضا، وفي هذا الصدد أشارت إلى الحولية الإحصائية التي أصدرتها المكسيك بناء على توصية من الاجتماع الخامس لهونليا.

At the Twentieth Meeting of HONLEA, Africa, in view of the absence of offers to host the Twenty-first Meeting, an appeal was issued to the Governments of the region to try to host subsequent meetings of HONLEA, Africa, in order to facilitate delegates' participation.
28- في الاجتماع العشرين لهونليا، أفريقيا، ونظراً لعدم وجود عروض لاستضافة الاجتماع الحادي والعشرين لهذه الهيئة، وُجِّهت دعوة إلى حكومات المنطقة تلتمس استضافة الاجتماعات اللاحقة لهونليا أفريقيا بغية تيسير مشاركة الوفود.

4. The Seventeenth Meeting of HONLEA Africa recommended that in recognition of the value of controlled delivery operations to law enforcement agencies investigating and dismantling organized criminal groups, Governments should ensure that legislation was put in place and to make appropriate resources available to enhance the effectiveness of controlled delivery operations.
4- أوصى الاجتماع السابع عشر لهونليا أفريقيا بأنه، اعترافا بما لعمليات التسليم المراقَب من قيمة لدى أجهزة إنفاذ القوانين المعنية بالتحرّي عن الجماعات الإجرامية المنظّمة وتفكيكها، ينبغي أن تكفل الحكومات وضع التشريعات اللازمة وإتاحة الموارد المناسبة من أجل تعزيز فعالية عمليات التسليم المراقَب.
