12. Address by the Special Representative of the Secretary-General of the United Nations for Central Africa and Head of UNOCA

In that connection, I wish to inform you of my intention to appoint Mr. Abou Moussa of Chad as my new Special Representative for Central Africa and Head of the United Nations Regional Office for Central Africa.

The Council encourages the African Union (AU)'s Special Envoy, Francisco Madeira, and the Secretary-General's Special Representative for Central Africa and Head of UNOCA, Abou Moussa, to continue to work together with the governments of the region, including through convening a High-Level Meeting of the affected states to strengthen further their cooperation.

On 12 May, the Security Council was briefed by the Special Representative of the Secretary-General for Central Africa and Head of the United Nations Regional Office for Central Africa (UNOCA), Abou Moussa, on the report of the Secretary-General on the activities of UNOCA and on the Lord's Resistance Army-affected areas (S/2014/319).

The Council encourages the Special Envoy of the Chairperson of the African Union Commission on Lord's Resistance Army Issues, Mr. Francisco Caetano José Madeira, and the Special Representative of the SecretaryGeneral for Central Africa and Head of the United Nations Regional Office for Central Africa, Mr. Abou Moussa, to continue to work together with the Governments of the region to strengthen further their cooperation.

The Special Representative for Central Africa and Head of UNOCA, in close consultation with my Special Representative for the Central African Republic, facilitated talks between delegations led by ECCAS Secretary-General Ahmad Allam-Mi and former African Union Peace and Security Commissioner Ramtane Lamamra to harmonize their positions on MISCA.

In July 2014, the Secretary-General designated his Special Representative for Central Africa and Head of UNOCA as a member of the Economic Community of Central African States (ECCAS)-led international mediation for the Central African Republic, alongside the ECCAS-appointed mediator, Denis Sassou Nguesso, President of the Congo.

He said that between January and April 2012, the Special Representative of the Secretary-General for Central Africa and Head of UNOCA had conducted joint missions, in collaboration with the African Union Special Envoy for the LRA issue, in the four countries affected by the armed group's activities.

Considering the global significance of the threat of terrorism in Central Africa, the Special Representative of the Secretary-General for Central Africa and Head of UNOCA also shared those conclusions with the regional Conference on Border-Control Cooperation in the Sahel and the Maghreb, held in Rabat from 13 to 15 March 2013.
