88. The Government of Turkmenistan is taking all necessary practical and legal steps to eliminate all forms of racial discrimination and to prevent incitement to acts of violence against any individual or group of persons of another colour or ethnic origin.
88 - وتتخذ حكومة تركمانستان حاليا كافة الإجراءات العملية والقانونية الضرورية للقضاء على جميع أشكال التمييز العنصري ولمنع التحريض على أعمال العنف ضد أي فرد أو مجموعة من الأشخاص ذوي لون أو أصل إثني آخر.

(a) Provide for the criminalization of the dissemination of ideas based on racial superiority or hatred, and all acts of violence against any race or group of persons of another colour or ethnic origin, as well as incitement thereto, in accordance with the provisions of article 4 (a) of the Convention;
(أ) النص على تجريم نشر الأفكار القائمة على أساس التفوق العرقي أو الكراهية العنصرية، وكل أفعال العنـف المرتكبة ضد أي عرق أو أية جماعة من الأشخاص من لون أو أصل إثني آخر والتحريض على ارتكاب أفعال كهذه، تماشياً مع أحكام الفقرة 4(أ) من الاتفاقية؛

(13) The Committee notes the lack of national legislative provisions fulfilling the requirements of article 4 of the Convention, which requires States parties to penalize the dissemination of ideas based on racial superiority and hatred, the incitement to racial hatred, acts of violence against any race or groups of persons of another colour or ethnic origin and incitement to such acts.
(13) تلاحظ اللجنة عدم وجود أحكام تشريعية وطنية تفي بمقتضيات المادة 4 من الاتفاقية، التي تقتضي من الدول الأطراف فرض عقوبة على من ينشر الأفكار القائمة على التفوق العنصري والكراهية، ويحرض على الكراهية العنصرية، ويقوم بأعمـال عنف ضد أي عرق أو مجموعات من الأشخاص من لون أو أصل إثني آخر أو يحرض على مثل هذه الأفعال.

(iii) Article 4 (a) of the International Convention on the Elimination of All Forms of Racial Discrimination, which establishes the requirement to " declare an offence punishable by law all dissemination of ideas based on racial superiority or hatred, incitement to racial discrimination, as well as all acts of violence or incitement to such acts against any race or group of persons of another colour or ethnic origin " ;
المادة 4(أ) من الاتفاقية الدولية للقضاء على جميع أشكال التمييز العنصري التي تفرض " اعتبار كل نشر للأفكار القائمة على التفوق العنصري أو الكراهية العنصرية، وكل تحريض على التمييز العنصري وكل عمل من أعمال العنف أو تحريض على هذه الأعمال يرتكب ضد أي عرق أو أية جماعة من لون أو أصل إثني آخر جريمة يعاقب عليها القانون " ؛
