117. Sanctions are also provided for anyone who disseminates ideas based on racial superiority or hatred or anyone who commits acts of violence or incites others to commit them against any race or group of persons of a different colour or ethnic origin.

45. It is extremely important that this same article provides that " any person who disseminates ideas based on racial superiority or racial hatred or who commits or encourages the commission of offences against any race or group of persons of another colour or ethnic origin shall be punished " .

Bearing in mind that States which condone or ignore any dissemination of ideas and materials based on racial superiority or hatred, incitement to racial discrimination or racial hatred, as well as acts of violence or incitement to such acts, against any race or group of persons of another colour or ethnic origin, and also the provision of any assistance to racist activities, including the financing thereof, commit a human rights violation;
