Ms. Llanos Viuda de Navarro (Federación Latinoamericana de Asociaciones de Familiares de Detenidos-Desaparecidos) said that the federation she represented was made up of 20 organizations and had been working to locate disappeared persons for 30 years.

Pursuant to rule 15 of the provisional rules of procedure of the Security Council, the Secretary-General wishes to report that he has received a note verbale dated 21 February 1997 from the Permanent Mission of Chile to the United Nations, stating that Mr. Ignacio Llanos has been appointed alternate representative of Chile on the Security Council.

Mr. Llanos (Chile) (spoke in Spanish): The delegation of Chile has joined the consensus for the adoption of the draft resolution on sustainable fisheries, contained in A/60/L.23, with the following understanding.

3. Mr. Llanos (Chile), speaking in explanation of the vote before the voting, said that the sponsors of the draft resolution wished to safeguard the rights of those condemned to death; the proposed amendment would weaken their protection.

74. Mr. Llanos (Chile) said that, at the appropriate time, his delegation would welcome a separate resolution on and discussion of the right to life, which was a fundamental human right.

15. Mr. Llanos (Chile) thanked the Special Representative on the situation of human rights defenders for her report and oral introduction.

15. Mr. Llanos (Chile) said that his delegation agreed with the Special Rapporteur that inter-religious and intercultural dialogue must be promoted in order to promote respect for human rights and fundamental freedoms.
15 - السيد ليانوس (شيلي): قال إن وفده يتفق مع المقرِّر الخاص بوجوب تشجيع الحوار فيما بين الأديان والثقافات من أجل تعزيز احترام حقوق الإنسان والحريات الأساسية.

4. Mr. Llanos (Chile), speaking on behalf of the sponsors of the draft resolution, said that he opposed the amendments proposed by the representative of Malaysia, which were contrary to the purpose of the draft resolution.

34. Mr. Llanos (Chile), expressing support for the statement made by the representative of Mexico, added that the Committee could not go back on its decision not to vote separately on the proposed amendments to the draft resolution.
34 - السيد ليانوس (شيلي): قال مؤيدا بيان المكسيك إن اللجنة لا يمكن أن تتراجع في قرارها بعدم إجراء تصويت مستقل على مقترحات التعديل لمشروع القرار.

38. Mr. Llanos (Chile) said that it was his understanding that the Committee had voted to reject separate votes on any proposed amendments to the draft resolution.
38 - السيد ليانوس (شيلي): قال إنه ظن أن اللجنة قد رفضت من خلال التصويت السابق إجراء تصويت مستقل على أي تعديل مقترح لمشروع القرار.

50. Mr. Llanos (Chile) said that the freedoms of religion and expression were basic human rights that should not be limited, except where provided for in international legal instruments.
50 - السيد ليانوس (شيلي): قال إن حرية العبادة ضمن حقوق الإنسان الأساسية التي لا ينبغي تقييدها، فيما عدا ما هو منصوص عليه في صكوك قانونية دولية.

10. Mr. Llanos (Chile) said that efforts to combat discrimination and exclusion were among the five priority areas identified by the Government under President Michelle Bachelet and he outlined some of the initiatives taken by the Government to that end and to build a more democratic and egalitarian society in Chile.
10 - السيد ليانوس (شيلي):قال إن الجهود الرامية إلى محاربة التمييز والإقصاء كانت من بين مجالات الأولوية الخمسة التي حددتها الحكومة بقيادة الرئيس ميشيل باشيليت وخطط معالم بعض المبادرات التي اتخذتها الحكومة تحقيقاً لذلك وبناء مجتمع يسوده قدر أكبر من الديمقراطية والمساواة في شيلي.

32. Mr. Llanos (Chile) said that his country would be participating actively in the seminar announced by the Special Rapporteur and asked what proposals the Special Rapporteur would be making in order to facilitate access to justice.
