٦٩ - وادعت ليبيا أن المملكة المتحدة والولايات المتحدة قد أخلتا باتفاقية مونتريال برفضهما جهودها لحل المسألة ضمن إطار القانون الدولي، بما فيه الاتفاقية نفسها، حيث إنهما مارستا الضغط على ليبيا لتسليم المواطنين الليبيين للمحاكمة.

The Security Council considers this clear violation of Council resolution 748 (1992) of 31 March 1992 as totally unacceptable and calls on Libya to refrain from any further such violations.
ومجلس اﻷمن يعتبر هذا الانتهاك الواضح لقرار المجلس ٧٤٨ )٢١٩٩( المؤرخ ٣١ آذار/مارس ١٩٩٢ غير مقبول بالمرة، ويطلب الى ليبيا أن تمتنع عن ارتكاب أي انتهاكات أخرى من هذا القبيل.

78. 1 - يطلب إلى ليبيا أن تقدم إلى الأمانة، على سبيل الاستعجال، وفي موعد أقصاه 31 آذار/مارس 2012، تفسيراً لاستهلاكها الزائد من الهالونات، وخطة تتضمن مؤشرات مشفوعة بجداول زمنية محددة تكفل عودتها سريعاً إلى حالة امتثال لالتزاماتها، كي تنظر فيهما لجنة التنفيذ، في اجتماعها الثامن والأربعين؛

“On 16 April 1996, a Libyan-registered aircraft flew from Tripoli, Libya, to Jeddah, Saudi Arabia. The Security Council considers this clear violation of Council resolution 748 (1992) of 31 March 1992 as totally unacceptable and calls on Libya to refrain from any further such violations.
" في ١٦ نيسان/أبريل ١٩٩٦، سافرت طائرة ليبية التسجيل من طرابلس بليبيا إلى جدة بالمملكة العربية السعودية، ومجلس اﻷمن يعتبر هذا الانتهاك الواضح لقرار المجلس ٧٤٨ )١٩٩٢( المؤرخ ٣١ آذار/مارس ١٩٩٢ غير مقبول بالمرة، ويطلب إلى ليبيا أن تمتنع عن ارتكاب أي انتهاكات أخرى من هذا القبيل.

These resolutions make it clear that Libya must hand over the Lockerbie accused for trial in Scotland or the United States.
وتوضح هذه القرارات أن على ليبيا أن تسلم المتهمين في حادث لوكربي للمحاكمة في اسكتلندا أو في الولايات المتحدة اﻷمريكية.

Several members of the Council stated that Libya must respect the Pre-Trial Chamber's rulings on admissibility, whatever their outcome.
وأشار عدة أعضاء في المجلس إلى أنه يجب على ليبيا أن تحترم قرارات دائرة الإجراءات التمهيدية بشأن المقبولية كيفما كانت نتيجتها.

The representative of Libya said that the Libyan authorities would investigate all incidents and take appropriate actions afterward, such as compensating those harmed.
وأوضح ممثل ليبيا أن السلطات الليبية تحقق في جميع الحوادث وتتخذ بعد ذلك الإجراءات الملائمة بشأنها، مثل تعويض المتضررين.
