juveniles detained while awaiting trial have the right to legal counsel, the right to apply for legal aid (rule 18 (a)) and shall be separated from convicted juveniles (rule 17).

Under the supervision and guidance of the High Commissioner, the Centre for Human Rights has developed concrete cooperation with the Crime Prevention and Criminal Justice Branch in its activities relating to the application of international standards concerning the human rights of detained juveniles.
٨٥١- قام مركز حقوق اﻹنسان تحت إشراف المفوض السامي وتوجيهه، باتخاذ خطوات ملموسة للتعاون مع فرع منع الجريمة والقضاء الجنائي في أنشطته في مجال تطبيق المعايير الدولية لحقوق اﻹنسان لﻷحداث المحتجزين.

In response to that suggestion, Mr. Joinet, pointing out that a large number of initiatives had already been taken by the Sub-Commission in the field of juvenile justice, recalled the report on the application of international standards concerning the human rights of detained juveniles prepared by Mrs. M. Concepción Bautista.
٧٤- ورداً على هذا الاقتراح، ذكﱠر السيد جوانيه بالمبادرات الكثيرة التي سبق أن اتخذتها اللجنة الفرعية في مجال قضاء اﻷحداث، وأشار في هذا الصدد إلى التقرير الذي أعدته السيدة كونسبسيون بوتيستا عن تطبيق المعايير الدولية المتعلقة بحقوق اﻹنسان لﻷحداث المحتجزين.

45. At the 44th plenary meeting, on 28 July, the Council adopted the draft decision entitled " Application of international standards concerning the human rights of detained juveniles " , recommended by the Committee (E/1993/108, para. 99, draft decision XXVIII).
٤٥ - في الجلسة العامة ٤٤، المعقودة في ٢٨ تموز/يوليه، اعتمد المجلس مشروع المقرر المعنون: " تطبيق المعايير الدولية المتعلقة بحقوق اﻹنسان لﻷحداث المحتجزين " الذي أوصــت بــه اللجنة E/1993/108)، الفقرة ٩٩، مشــروع المقــرر الثامن والعشرون(.

64. At its forty-fourth session, the Sub-Commission adopted resolution 1992/25 in which it welcomed the proposal by the Secretary-General to organize a meeting of experts on the application of international standards concerning the human rights of detained juveniles.
٤٦ - وكانت اللجنة الفرعية قد اعتمدت، في دورتها الرابعة واﻷربعين، القرار ٢٩٩١/٥٢ الذي رحبت فيه بمقترَح اﻷمين العام الداعي إلى تنظيم اجتماع خبراء بشأن تطبيق المعايير الدولية المتعلقة بحقوق الانسان لﻷحداث المحتجزين.

2. Reaffirms its interest and willingness to participate in the proposed meeting of experts on the application of international standards concerning the human rights of detained juveniles, and recalls the important framework established by the Convention on the Rights of the Child 1/ in this field;
٢ - تؤكد من جديد اهتمامها بالمشاركة في اجتماع الخبراء المقترح المعني بتطبيق المعايير الدولية المتعلقة بحقوق اﻹنسان لﻷحداث المحتجزين واستعدادها للمشاركة فيه، وتشير الى اﻹطار الهام الذي حددته اتفاقية حقوق الطفل)١( في هذا الميدان؛

170. At its forty-fourth session, the Subcommission, in resolution 1992/25, congratulated the Special Rapporteur, Mrs. María Concepción Bautista, on the contents of her final report (E/CN.4/Sub.2/1992/20), and welcomed the proposal by the Secretary-General, contained in his note (E/CN.4/Sub.2/1992/20/Add.1), to organize a meeting of experts on the application of international standards concerning the human rights of detained juveniles.
٠٧١- وفي الدورة الرابعة واﻷربعين للجنة الفرعية وجهت، في قرارها ٢٩٩١/٥٢، التهنئة إلى المقررة الخاصة السيدة ماريا كونسبيسيون بوتيستا على مضمون تقريرها النهائي (E/CN.4/Sub.2/l992/20)، ورحبـت باقتـراح اﻷميـن العـام، الوارد في مذكرته (E/CN.4/Sub.2/l992/20/Add.l)، بتنظيم اجتماع للخبراء يعنى بتطبيق المعايير الدولية المتعلقة بحقوق اﻹنسان لﻷحداث المحتجزين.

8. In my report of 6 March to the Commission on Human Rights (E/CN.4/2002/32), I drew attention to serious allegations of inhuman treatment and torture, of the kind described in the preceding paragraph, of juveniles detained and imprisoned for political offences, particularly throwing stones at members of the IDF.
8 - وقد لَفَت النظر في تقريري المؤرخ 6 آذار/مارس الموجه إلى لجنة حقوق الإنسان (E/CN.4/2002/32)، إلى ادعاءات خطيرة بإساءة المعاملة والتعذيب، من النوع الذي ذُكر في الفقرة السابقة، وذلك بالنسبة للأحداث المحتجزين والمسجونين لأسباب سياسية، وخاصة لقذف أفراد جيش الدفاع الإسرائيلي بالحجارة.

161. It is important to recall that the field of the administration of juvenile justice, and in particular the standards relating to juveniles deprived of their liberty, has become the subject of increasing and very special interest on the part of different sectors of the United Nations system.
١٦١- ومن اﻷهمية أن نتذكر أن إقامة العدل لﻷحداث المحتجزين وخاصة فيما يتعلق بالمعايير الخاصة باﻷحداث المجردين من حريتهم قد أصبح موضوعا يحظى بالمزيد من الاهتمام الخاص من جانب الكثير من القطاعات في منظومة اﻷمم المتحدة.

Increase in the percentage of juveniles (both pretrial detainees and convicted offenders) who are held separately from adult inmates (2009/10: 80 per cent; 2010/11: 90 per cent; 2011/12: 100 per cent)
