These facts are familiar to all of us and have been incorporated into the Declaration of the International Conference on Drug Abuse and Illicit Trafficking, held in Vienna in 1987, and into the Comprehensive Multidisciplinary Outline of Future Activities in Drug Abuse Control.

The blueprint for drug abuse control was presented in the forms of the Global Programme of Action, the Comprehensive Multidisciplinary Outline of Future Activities in Drug Abuse Control and the System-Wide Action Plan on Drug Abuse Control.
لقد عرض المخطط المرسوم لمكافحة إساءة استعمال المخدرات في صورة برنامج العمل العالمي، والمخطط الشامل المتعدد التخصصات لﻷنشطة المقبلة في مجال مكافحة إساءة استعمال المخدرات، وخطة العمل على نطاق المنظومة لمكافحة إساءة استعمال المخدرات.

Our programme and policies on drug abuse control are based on the Comprehensive and Multidisciplinary Outline of Future Activities in Drug Abuse Control, which preceded the Global Programme of Action.
إن برنامجنا وسياستنا بشأن مراقبة إساءة استعمال المخدرات قد بنيا على المخطط الشامل المتعدد التخصصات لﻷنشطة المقبلة في مجال مراقبة إساءة استعمال المخدرات الذي كان سابقا على برنامج العمل العالمي.

In accordance with the Global Programme of Action and the Comprehensive Multidisciplinary Outline of Future Activities in Drug Abuse Control, we are preparing an action-oriented anti-drug plan under which we envisage taking all possible measures to implement the recommendations of those two documents.

3. Further requests the Executive Director, in preparing such a draft declaration, to take into account the relevant recommendations contained in the Global Programme of Action and the Comprehensive Multidisciplinary Outline of Future Activities in Drug Abuse Control, with due regard to flexibility in approach and cost-effectiveness;

The present report attempts to describe the world situation with regard to drug abuse and the demand reduction activities that Governments have pursued in response to the targets set out in the Comprehensive Multidisciplinary Outline of Future Activities in Drug Abuse Control.
يحاول هذا التقرير وصف الوضع العالمي بخصوص تعاطي المخدرات وأنشطة تقليل الطلب التي مارستها الحكومات للوفاء باﻷهداف المبينة في المخطط الشامل المتعدد التخصصات لﻷنشطة المقبلة في مجال مكافحة اساءة استعمال العقاقير .

7. In paragraph 2 of the resolution, the General Assembly reaffirms the commitment expressed in the Global Programme of Action and the Comprehensive Multidisciplinary Outline of Future Activities in Drug Abuse Control (CMO).
٧ - وفي الفقرة ١ من ذلك القرار، أكدت الجمعية العامة من جديد الالتزام المعرب عنه في برنامج العمل العالمي والمخطط الشامل المتعدد التخصصات لﻷنشطة المقبلة في مجال مكافحة إساءة استعمال المخدرات)٢(.

12. Reviewing the range of drug control activities undertaken and projected by the United Nations system as a whole provides an encouraging perspective of determined efforts and imaginative responses to the objectives set forth in the Global Programme of Action and its predecessor, the Comprehensive Multidisciplinary Outline of Future Activities in Drug Abuse Control (CMO).
١٢ - يوفر استعراض نطاق أنشطة مكافحة المخدرات التي تضطلع أو تزمع الاضطلاع بها منظومة اﻷمم المتحدة ككل منظورا مشجعا للجهود الدؤوبة والاستجابات الابداعية لﻷهداف الواردة في برنامج العمل العالمي وسلفه، المخطط الشامل المتعدد التخصصات لﻷنشطة المقبلة في مجال مكافحة إساءة استعمال المخدرات.

This is, indeed, an unfortunate development, since it was expected that after the Global Programme of Action was adopted, together with the Comprehensive Multidisciplinary Outline of Future Activities in Drug Abuse Control, the situation would improve substantially.
وهذا تطور مؤسف في الواقع، نظرا ﻷنه كان من المتوقع - بعد أن تم اعتماد برنامج العمل العالمي فضلا عن المخطط الشامل المتعدد التخصصات لﻷنشطة المقبلة في مجال مكافحة إساءة استعمال المخدرات - أن تتحسن الحالة تحسنا كبيرا.
