124 - وفي مؤتمر قمة لشبونة الذي عقدته منظمة الأمن والتعاون في أوروبا لرؤساء دول وحكومات الدول المشاركة في مؤتمر الأمن والتعاون في أوروبا في 2 و 3 كانون الأول/ديسمبر 1996، أوصى الرؤساء المشاركون لمجموعة مينسك التابعة للمنظمة ورئيس منظمة الأمن والتعاون في أوروبا آنئذ باتباع المبادئ التي كان ينبغي أن تكون أساساً لتسوية النزاع في ناغورني كاراباخ.

At the meeting of the Minsk Group, the parties underlined that they regarded CSCE as a main actor in the negotiating process and reaffirmed their wish for a stronger CSCE presence in the region.
