(هـ) يشجع مؤسسات الأمم المتحدة وغيرها من المنظمات والمنتديات المختصة على الترويج لتقييم تأثير تكنولوجيات المعلومات والاتصالات في الفقر وفي القطاعات الرئيسية بغية تحديد المعارف والمهارات اللازمة لزيادة فعالية تأثيرها؛
