The Committee notes with concern that poverty is a contributing factor to family breakdowns, the growing number of singleparent families, parental abuse and neglect, and the phenomenon of children being placed in institutional care or abandoned by parents with no adequate means to raise them.

The following groups are exposed to higher risks: children from dysfunctional and poor families with a low level of education, street children, victims of sexual abuse and domestic violence, children in institutions or who recently left institutions.

44. Establishment of the foster care system - The existing practice concerning protection of children and the youth without parental care is largely based on their placement in institutions or with their relatives.
44- إنشاء نظام الكفالة - يستند النظام القائم المتعلق بحماية الأطفال والشباب المحرومين من رعاية الأبوين استناداً كبيراً إلى إيداعهم في مؤسسات الرعاية أو تركهم مع أقربائهم.

The Committee is however concerned about the lack of monitoring of institutions or foster care by the relevant authorities, that limited sanctions are enforced in case of irregularities and that those placements are rarely subject to review, meaning children remain in an institution until adulthood.
غير أنّ اللجنة تشعر بالقلق لأنّ السلطات المعنية مقصِّرة في رصد مؤسسات الرعاية أو كفالة الرعاية، ولأنّ جزاءات محدودة تُنفذ في حال حدوث مخالفات، ولأنّ هذه الأشكال من الرعاية نادراً ما تخضع للمراجعة، مما يعني أنّ الطفل يبقى في مؤسسة رعاية إلى أن يبلغ مرحلة الرشد.

392. Displaced lodgers aged over 60 - or who have special medical or health needs - may be eligible for admission to welfare institutions or for compassionate rehousing in public housing estates.

The expert also identified the following major issues of concern faced by children of African Descent: the disproportionate rate of expulsion, suspension and relegation to special programs for emotionally disturbed children; corporal punishment administered with greater severity; the large number placed under institutional care or detention centers charged with minor or petty crimes; the death penalty and life imprisonment.
