1. Endorses the Agreement on provisional arrangements in Afghanistan pending the re-establishment of Permanent Government Institutions as reported in the Secretary-General's letter of 5 December 2001;

The Bonn Agreement which was sponsored by the United Nations and signed by the Afghan groups, in the presence of the Secretary-General's Special Representative for Afghanistan, Dr. Lakhdar Brahimi, facilitated the formation of Provisional Arrangements pending the re-establishment of Permanent Government Institutions in Afghanistan.
وسهل اتفاق بون الذي رعته الأمم المتحدة ووقعته الفئات الأفغانية في حضور الممثل الخاص للأمين العام في أفغانستان، الدكتور الأخضر الإبراهيمي، وضع ترتيبات مؤقتة في انتظار إعادة إنشاء مؤسسات حكومية دائمة في أفغانستان.

The United Nations had sponsored talks between four Afghan groups in Bonn, Germany, chaired by the Special Representative of the Secretary-General for Afghanistan, which had ended on 5 December 2001 with the signing of an Agreement on Provisional Arrangements in Afghanistan Pending the Re-establishment of Permanent Government Institutions.

The Agreement on Provisional Arrangements in Afghanistan Pending the Re-establishment of Permanent Government Institutions (the Bonn Agreement, see S/2001/1154, annex) calls for a national population census, which will serve as an important basis for a multitude of development and governance activities.
5 - ويدعو الاتفاق المتعلق بالترتيبات المؤقتة في أفغانستان إلى حين إنشاء مؤسسات حكومية دائمة (اتفاق بون) (انظر S/2001/1154، المرفق)، إلى إجراء تعداد وطني للسكان، ليوفر أساسا هاما لأنشطة عديدة تتعلق بالتنمية والحكم.

The members of the Security Council recalled the signing in Bonn on 5 December 2001 of the Agreement on Provisional Arrangements in Afghanistan Pending the Re-establishment of Permanent Government Institutions (the Bonn Agreement), and welcomed the progress made so far in its implementation.
ذكّر أعضاء مجلس الأمن بالتوقيع، في 5 كانون الأول/ديسمبر 2001، على اتفاق في بون بشأن وضع ترتيبات مؤقتة في أفغانستان إلى حين إنشاء مؤسسات حكومية دائمة (اتفاق بون)، ورحبوا بالتقدم الذي أحرز حتى تاريخه في تنفيذ الاتفاق.

Welcoming the letter of 5 December 2001 from the Secretary-General informing the Council of the signature in Bonn on 5 December 2001 of the Agreement on provisional arrangements in Afghanistan pending the re-establishment of Permanent Government Institutions (S/2001/1154),
وإذ يرحب بالرسالة المؤرخة 5 كانون الأول/ديسمبر 2001 الواردة من الأمين العام التي يخطر فيها المجلس بتوقيع اتفاق في بون في يوم 5 كانون الأول/ديسمبر 2001 بشأن الترتيبات المؤقتة في أفغانستان ريثما يعاد إنشاء مؤسسات حكومية دائمة S/2001/1154))،

2. The Transitional Administration was established at the closing of the Emergency Loya Jirga in June 2002 (see A/56/1000-S/2002/737, paras. 28-42) in accordance with the Agreement on Provisional Arrangements in Afghanistan Pending the Re-establishment of Permanent Government Institutions (Bonn Agreement) (see S/2001/1154).
2 - أنشئت الإدارة الانتقالية عند اختتام اجتماع اللويا جيرغا الطارئ المعقود في حزيران/يونيه 2002 وذلك عملا بالاتفاق المتعلق بالترتيبات المؤقتة في أفغانستان إلى حين إنشاء مؤسسات حكومية دائمة (باتفاق بون) (انظر A/56/1000-S/2002/737، الفقرات 28-42).

3 - ترحب ترحيبا حارا بإنشاء اللجنة المستقلة التي تتحمل المسؤولية الأساسية عن تقديم المشورة فيما يتعلق بتعزيز وحماية حقوق الإنسان ووضع برنامج وطني لتنفيذ الأجزاء ذات الصلة من الاتفاق المتعلق بالترتيبات المؤقتة في أفغانستان في انتظار إعادة إنشاء مؤسسات حكومية دائمة (اتفاق بون)؛

The Security Council, in its resolution 1383 (2001) of 6 December 2001, endorsed the Bonn Agreement on provisional arrangements in Afghanistan pending the re-establishment of Permanent Government Institutions (see S/2001/1154); reaffirmed its full support to the Special Representative of the Secretary-General for Afghanistan and endorsed the responsibilities entrusted to him in annex II to the Agreement.

I have the honour to refer to Security Council resolution 1383 (2001) of 6 December 2001, in which the Council, inter alia, endorsed the Agreement on provisional arrangements in Afghanistan pending the re-establishment of Permanent Government Institutions (S/2001/1154), reaffirmed its full support for my Special Representative and endorsed the responsibilities entrusted to him in annex II to the aforementioned Agreement.
يشرفني أن أشير إلى قرار مجلس الأمن 1383 (2001) المؤرخ 6 كانون الأول/ ديسمبر 2001، الذي قام من خلاله المجلس بجملة أمور منها أنه أيد الاتفاق المتعلق بالترتيبات المؤقتة في أفغانستان ريثما يعاد إنشاء مؤسسات حكومية دائمة (S/2001/1154)، وأكد من جديد تأييده التام لممثلي الخاص، وأقر المهام المسندة إليه في المرفق الثاني من الاتفاق المذكور أعلاه.
