The first CSCE High Commissioner on National Minorities, Mr. Max van der Stoel of the Netherlands, took office in January 1993.

Following the resignation of Mr. Max van der Stoel (Netherlands) from the post of the Special Rapporteur in November 1999, Mr. Andreas Mavrommatis (Cyprus) was appointed Special Rapporteur in December 1999.
