وعلم فريق الخبراء بأن اﻷمم المتحدة تزمع تنظيم حلقات أكثر من هذا القبيل في ميدان الضرائب الدولية، بما في ذلك بعض الحلقات بشأن الطرق والاستراتيجيات العملية لمكافحة تجنب دفع الضرائب والتهرب الضريبي، وذلك رهنا بتوفر ترتيبات مالية مرضية.

28. In its report for the financial year ended 31 December 1998, the Board recommended that advances to implementing partners should be treated as accounts receivable at the time the advances were made and should be cleared to expenditure on receipt of satisfactory financial reports.
28 - أوصى المجلس في تقريره عن السنة المالية المنتهية في 31 كانون الأول/ديسمبر 1998 بأن تعامل السلف المقدمة إلى الشركاء المنفذين بوصفها حسابات مستحقة القبض لدى تقديم السلف وأن تدرجها في النفقات لدى تلقي تقارير مالية مرضية.

(a) Treat advances to implementing partners as accounts receivable at the time the advances are made and clear the advances to expenditure on receipt of satisfactory financial reports, and also persevere in its efforts to clear the outstanding balances of cash advances expeditiously, in particular the balances relating to earlier years;

28- أوصى المجلس في تقريره عن السنة المالية المنتهية في 31 كانون الأول/ديسمبر 1998(1) بأن تعامل السلف المقدمة إلى الشركاء المنفذين بوصفها حسابات مستحقة القبض لدى تقديم السلف وأن تدرجها في النفقات لدى تلقي تقارير مالية مرضية.

Subject to satisfactory financial mechanisms to cover UNDP liabilities that may arise in this connection, a certain number of Professional staff who are mobile in terms of UNDP assignments will retain their UNDP appointments but, after consultation with all three parties, will be on special secondment to the United Nations as at 1 January 1994.
٢٦ - ورهنا بوضع آليات مالية مرضية لتغطية التزامات البرنامج الانمائي التي قد تنشأ في هذا الصدد، سيحتفظ عدد معين من موظفي الفئة الفنية الذين تتوفر لهم امكانيات الحركة في إطار مهمات البرنامج الانمائي بتعييناتهم في البرنامج الانمائي ولكنهم سيعتبرون، بعد التشاور مع اﻷطراف الثلاثة جميعها، في انتداب خاص إلى اﻷمم المتحدة اعتبارا من ١ كانون الثاني/يناير ١٩٩٤.

Following the decisions of the Governing Council, which, inter alia, called for appropriate arrangements to maintain the present rotation mechanism with UNDP, and subject to satisfactory financial mechanisms to cover UNDP liabilities that may arise in this connection, the following provisions will apply with respect to UNDP staff on special secondment to the United Nations as at 1 January 1994:
٣٩ - وفقا لقرارات مجلس اﻹدارة التي دعت، في جملة أمور، إلى اتخاذ ترتيبات ملائمة لﻹبقاء على آلية التناوب المتبعة حاليا مع البرنامج اﻹنمائي، ورهنا بوضع آليات مالية مرضية لتغطية التزامات البرنامج اﻹنمائي التي قد تنشأ في هذا الصدد، ستطبق اﻷحكام التالية فيما يتعلق بموظفي البرنامج اﻹنمائي الذين هم في انتداب خاص إلى اﻷمم المتحدة اعتبارا من ١ كانون الثاني/يناير ١٩٩٤:

2 Pursuant to the decisions of the UNDP Governing Council, which, inter alia, called for appropriate arrangements to maintain the present rotation mechanism with UNDP, and subject to satisfactory financial mechanisms to cover UNDP's liabilities that may arise in this connection, the following provisions shall apply with respect to UNDP staff on special secondment to the United Nations as at 1 January 1995:
٢١ - وفقا لقرارات مجلس ادارة برنامج اﻷمم المتحدة اﻹنمائي التي دعت، في جملة أمور، الى اتخاذ ترتيبات ملائمة لﻹبقاء على آلية التناوب المتبعة حاليا مع البرنامج، ورهنا بوضع آليات مالية مرضية لتغطية التزامات البرنامج اﻹنمائي التي قد تنشأ في هذا الصدد، ستطبق اﻷحكام التالية فيما يتعلق بموظفي البرنامج اﻹنمائي الذين هم في انتداب خاص الى اﻷمم المتحدة اعتبارا من ١ كانون الثاني/يناير ١٩٩٥:

The Board had recommended, inter alia, that the Administration should treat advances to implementing partners as accounts receivable at the time the advances were made and clear the advances to expenditure on receipt of satisfactory financial reports, and also persevere in its efforts to clear the outstanding balances of cash advances expeditiously, in particular those relating to earlier years.
