وتنص المادة 17 من النظام الداخلي على أنه يجوز للمنظمات غير الحكومية ذات الصلة التي تتمتع بمركز استشاري لدى المجلس الاقتصادي والاجتماعي أن تقدّم إلى المكتب طلبا للحصول على صفة مراقب، وعلى منحها إياها ما لم يقرّر المؤتمر خلاف ذلك.
