وإذ تأخذ في اعتبارها تشديد الجمعية العامة على أهمية التعاون بشأن قرارها 60/251 المؤرخ 15 آذار/مارس 2006 الذي تُسلِّم فيه بأن تعزيز وحماية حقوق الإنسان ينبغي أن يستندا إلى مبادئ التعاون والحوار الحقيقي وأن يهدفا إلى تعزيز قدرة الدول الأعضاء على احترام التزاماتها المتعلقة بحقوق الإنسان بما يصون مصلحة كل البشر،
