The Open Society Justice Initiative (OSJI) stated that while steps have been taken by Germany to implement the recommendations in paragraph 81.32 of the Working Group Report, relating to the education of migrant children, discrimination against migrant children continued to undermine their right to education.

3. The Open Society Justice Initiative (OSJI) indicated that Mauritania was a party to several international and regional treaties that provide legal standards with respect to statelessness and the right to nationality but was not a party to the Convention on the Reduction of Statelessness (1961) or the Convention Relating to the Status of Stateless Persons (1954).
3- وأشارت مبادرة العدالة في المجتمع المفتوح إلى أن موريتانيا، هي طرف في معاهدات دولية وإقليمية متعددة تنص على معايير قانونية تتعلق بانعدام الجنسية والحق في الجنسية لكنها ليست طرفاً في الاتفاقية بشأن خفض حالات انعدام الجنسية (1961) أو الاتفاقية بشأن وضع الأشخاص عديمي الجنسية (1954)(6).

On access to legal aid, UNODC finalized its handbook for policymakers and practitioners on early access to legal aid in criminal justice processes, developed jointly with UNDP and in consultation with the Open Society Justice Initiative, to be launched in March 2014 at a global conference on legal aid.
19- وفيما يخصُّ تيسُّر الحصول على المساعدة القانونية، أنجز المكتب دليله الموجَّه إلى مقرِّري السياسات الممارسين بشأن تيسير المساعدة القانونية مبكِّراً في إجراءات العدالة الجنائية، الذي أعدَّه بالاشتراك مع برنامج الأمم المتحدة الإنمائي وبالتشاور مع " مبادرة العدالة في المجتمع المفتوح " ، التي ستُطلَق في آذار/مارس 2014 أثناء مؤتمر عالمي بشأن المساعدة القانونية.

(a) In January 2013, initial conversations about the work of the United Kingdom NPM and informal visits to a place of detention in London chosen by the United Kingdom NPM, in parallel with an Optional Protocol-related event organized by the Open Society Justice Initiative and the Human Rights Implementation Centre at the University of Bristol;

OSJI also stated that the NAPIE was not a comprehensive programme of action but an intention to create a plan with no concrete targets, no defined or identified funding and an unacceptably long timeframe for implementation.
كما ذكرت مبادرة العدالة في المجتمع المفتوح أن خطة العمل الوطنية للتعليم الشامل لا تشكل برنامج عمل شاملاً وإنما نية لوضع خطة بدون أية أهداف محددة ولا تمويل محدد أو معروف وذلك في إطار زمني طويل بشكل غير مقبول للتنفيذ.

43. OSJI noted that the Czech Government was failing to spend all the EU Structural Funds available to it for inclusive education purposes.
43- وأشارت مبادرة العدالة في المجتمع المفتوح إلى أن الحكومة التشيكية لم تنفق كل الأموال المخصصة لها من الصناديق الهيكلية التابعة للاتحاد الأوروبي لأغراض التعليم الشامل.

OSJI made similar recommendations in this regard.
وقدمت مبادرة العدالة في المجتمع المفتوح توصيات مماثلة في هذا الصدد(73).

8. OSJI noted that two amended administrative decrees: 72/2005 on the provision of counselling services in schools and school counselling facilities and 73/2005 on the education of children, pupils and students with special educational needs and exceptionally gifted children, pupils and students, entered into force.

41. As such, OSJI stated that there had been little change on the ground while referring to the recommendations of the first UPR cycle in this respect.
