The EMG has been established in follow-up to General Assembly resolution 53/242 on the report of the Secretary General on environment and human settlements for the purpose of enhancing United Nations system-wide inter-agency coordination related to specific issues in the field of environment and human settlements.
وقد تأسس هذا الفريق في إطار متابعة تنفيذ قرار الجمعية العامة 53/242 بشأن تقرير الأمين العام عن البيئة والمستوطنات البشرية بغرض تعزيز التنسيق فيما بين الوكالات على نطاق منظومة الأمم المتحدة فيما يتعلق بقضايا محددة في ميدان البيئة والمستوطنات البشرية.

1. The Economic and Social Council, by resolution 1996/41 of 26 July 1996, which it adopted pursuant to its consideration of the follow-up to General Assembly resolution 50/227 of 24 May 1996, requested the Secretary-General to prepare a comprehensive document compiling information on the functional commissions and expert groups and bodies and to submit it to the Council.

The current proposal, the main thrust of which was paradoxically set out in the report of the Secretary-General on follow-up to General Assembly resolution 63/311 (A/64/589), had been developed without consultation with JIU and took for granted that a new unit was the only appropriate response to the request made in that resolution.
