Many States indicated their adherence to relevant regional instruments, such as the Inter-American Convention on the Prevention, Punishment and Eradication of Violence against Women, the Protocol to the African Charter on Human and Peoples' Rights on the Rights of Women in Africa and the Council of Europe Convention on preventing and combating violence against women and domestic violence, adopted in 2011.

In accordance with those precepts, the proposed legislation incorporates elements from recognized international instruments such as the Inter-American Convention against Corruption[i] and the Convention on Combating Bribery of Foreign Public Officials in International Business Transactions of the Organization for Economic Cooperation and Development.[ii]

Other regional instruments such as the Inter-American Convention to Prevent and Punish Torture and the European Convention for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment provide expanded provisions relating to torture and cruel, inhuman or degrading treatment or punishment, and indicate measures that States should take to prevent and penalize such practices.
كما أن صكوك إقليمية أخرى مثل اتفاقية البلدان الأمريكية لمنع التعذيب والمعاقبة عليه والاتفاقية الأوروبية لمناهضة التعذيب وغيره من ضروب المعاملة أو العقوبة القاسية أو اللاإنسانية أو المهينة، تنص على أحكام موسعة متعلقة بالتعذيب والمعاملة أو العقوبة القاسية أو اللاإنسانية أو المهينة وتوضح التدابير التي ينبغي للدول أن تتخذها لمنع مثل هذه الممارسات والعقاب عليها.

In the inter-American sphere, Nicaragua has also ratified a number of legal instruments, such as the Inter-American Convention on Transparency in Conventional Weapons Acquisitions, the 1992 InterAmerican Convention on Mutual Assistance in Criminal Matters, and the Inter-American Convention against the Illicit Manufacturing of and Trafficking in Firearms, Ammunition, Explosives, and Other Related Materials.

In addition to the Convention, El Salvador was a party to other international instruments such as the Inter-American Convention on the Granting of Civil Rights to Women, the Inter-American Convention to Prevent, Punish and Eradicate Violence against Women, and the Protocol to Prevent, Suppress and Punish Trafficking in Persons, Especially Women and Children of the United Nations Convention against Transnational Organized Crime.

In light of this situation, the Dominican Government has become a party to international conventions that seek to prevent, punish and eliminate violence against women, such as the Inter-American Convention on the Prevention, Punishment, and Eradication of Violence against Women (Convention of Belém do Pará) and General Assembly resolution 48/104 (the Declaration on the Elimination of Violence against Women).

Bribery is therefore the core act of corruption prohibited by the international community generally and by States parties specifically in accords such as the Inter-American Convention against Corruption, the Convention on Combating Bribery of Foreign Public Officials in International Business Transactions, the Criminal Law Convention on Corruption and the United Nations Convention against Transnational Organized Crime (see para. 19).
