٢٠١- اتخذت ليبيا من القرآن الكريم شريعة المجتمع وعقوبة السارق في القرآن الكريم هي قطع اليد من الكوع وهذه العقوبة لم ينفرد بها القرآن الكريم بل كانت معروفة عند العرب قبل اﻹسلام وأيضا مقررة في بعض الشرائع السماوية اﻷخرى اضافة الى ذلك فإن العقوبات البدنية كانت مقررة في تشريعات كثير من دول العالم مثل الجلد والكي بالنار والقتل.
