The Committee also notes that the adoption process is not in full conformity with article 21 of the Convention as well as that the State party has not ratified the Hague Convention on Protection of Children and Cooperation in Respect of Intercountry Adoption of 1993.
كما تلاحظ اللجنة أن عمليات التبني لا تتوافق توافقاً تاماً مع أحكام المادة 21 من الاتفاقية، وأن الدولة الطرف لم تُصدِّق على اتفاقية لاهاي لعام 1993 المتعلقة بحماية الأطفال والتعاون في مجال التبني فيما بين البلدان.

The Committee recommends in this regard that the State party ensure that its legislation and practice regarding adoption is brought in line with article 21 of the Convention and that it become a party to the Hague Convention of 1993 on Protection of Children and Cooperation in Respect of Intercountry Adoption.
وتوصي اللجنة، في هذا الصدد، بأن تكفل الدولة الطرف توافق التشريع والممارسة المتعلقين بالتبني مع المادة 21 من الاتفاقية وبأن تنضم إلى اتفاقية لاهاي لعام 1993 المتعلقة بحماية الأطفال والتعاون في مجال التبني فيما بين البلدان.

On 16 December, Haiti deposited the ratification instrument of the Hague Convention on the Protection of Children and Cooperation in Respect of Intercountry Adoption.

It also recommends that the State party ensure that the procedures governing domestic and inter-country adoptions are done according to the best interests of the child and in full conformity with the principles and provisions under article 21 of the Convention and the Hague Convention on Protection of Children and Cooperation in Respect of Intercountry Adoption.

572. Noting that the State party has signed and is in the process of acceding to the Hague Convention on the Protection of Children and Co-operation in Respect of Intercountry Adoption of 1993, the Committee is concerned at the absence of clear legislative measures in this area.
