With respect to the draft articles provisionally adopted by the Drafting Committee, it would be helpful for the Commission to identify the legal bases for the principles involved, so that delegations could more readily distinguish between issues on which the Commission was engaged in codification and those on which it was engaged in the progressive development of international law.
