While developing bio-science and technology pursuant to the principle of the convention, States Parties could, taking into account of their national conditions, strengthen their capacity building on bio-safety and bio-security, formulate best standard for developing bio-science and technology on a voluntary basis, and carry out bio-safety and bio-security education to relevant personnel.
