States Parties also recognized, however, that there remain challenges to be overcome in developing international cooperation, assistance and exchange in biological sciences and technology for peaceful purposes to their full potential, and that addressing such problems, challenges, needs and restrictions will help States Parties to build sufficient capacity for disease surveillance, detection, diagnosis and containment.
بيد أن الدول الأطراف تدرك أيضاً أنه لا تزال هناك تحديات ينبغي تجاوزها في تطوير التعاون والمساعدة والتبادل على الصعيد الدولي في مجال العلوم والتكنولوجيا البيولوجية للأغراض السلمية كي تحقق الاتفاقية كامل إمكاناتها، وأن مواجهة هذه المشاكل والتحديات والاحتياجات والقيود ستساعد الدول الأطراف في بناء قدرة كافية في مجال مراقبة الأمراض وكشفها وتشخيصها واحتوائها.

20. Recognizing the fundamental importance of enhancing international cooperation, assistance and exchange in biological sciences and technology for peaceful purposes, in the interests of achieving comprehensive implementation of the Convention, States Parties agreed on the value of working together to promote capacity building in the fields of disease surveillance, detection, diagnosis, and containment of infectious diseases.
20- وإدراكا للأهمية الجوهرية لتعزيز التعاون والمساعدة والتبادل على الصعيد الدولي في مجال العلوم والتكنولوجيا البيولوجية للأغراض السلمية توخياً لتحقيق تنفيذ الاتفاقية على نحو شامل، اتفقت الدول الأطراف على أهمية العمل معاً على تعزيز بناء القدرات في ميادين مراقبة الأمراض وكشفها وتشخيصها واحتواء الأمراض المعدية.

1. Recognizing the fundamental importance of enhancing international cooperation, assistance and exchange in biological sciences and technology for peaceful purposes, in the interests of achieving comprehensive implementation of the Convention, States Parties should work together to promote capacity building in the fields of disease surveillance, detection, diagnosis, and containment of infectious diseases, including by:
1- اعترافاً بالأهمية الجوهرية لتعزيز التعاون والمساعدة والتبادل على الصعيد الدولي في مجال العلوم والتكنولوجيا البيولوجية للأغراض السلمية توخياً لتحقيق تنفيذ الاتفاقية على نحو شامل، ينبغي للدول الأطراف أن تعمل معاً على تعزيز بناء القدرات في ميادين مراقبة الأمراض وكشفها وتشخيصها واحتواء الأمراض المعدية، بوسائل منها:

Recognizing that there remain challenges in developing international cooperation, assistance and exchange in biological sciences and technology for peaceful purposes to their full potential, and that many States Parties face considerable obstacles in building sufficient capacity for disease surveillance, detection, diagnosis and containment, States Parties should consider how they can contribute to overcoming the following problems:
2- إدراكاً من الدول الأطراف لاستمرار وجود تحديات في تطوير التعاون والمساعدة والتبادل على الصعيد الدولي في مجال العلوم والتكنولوجيا البيولوجية للأغراض السلمية كي يحقق كامل إمكاناته، ولما يواجهه الكثير منها من عقبات كبيرة في بناء قدرة كافية في ميادين مراقبة الأمراض وكشفها وتشخيصها واحتوائها، ينبغي لها أن تنظر في الطريقة التي يمكن بها أن تساهم في التغلب على المشكلات التالية:

Recognizing the fundamental importance of enhancing international cooperation, assistance and exchange in biological sciences and technology for peaceful purposes, in the interests of achieving comprehensive implementation of the Convention, States Parties agreed on the value of working together to promote capacity building in the fields of disease surveillance, detection, diagnosis, and containment of infectious diseases.
24- وإدراكا للأهمية الجوهرية لتعزيز التعاون والمساعدة والتبادل على الصعيد الدولي في مجال العلوم والتكنولوجيا البيولوجية للأغراض السلمية توخياً لتحقيق تنفيذ الاتفاقية على نحو شامل، اتفقت الدول الأطراف على أهمية العمل معاً على تعزيز بناء القدرات في ميادين مراقبة الأمراض وكشفها وتشخيصها واحتواء الأمراض المعدية.

(b) " there remain challenges to be overcome in developing international cooperation, assistance and exchange in biological sciences and technology for peaceful purposes to their full potential, and that addressing such problems, challenges, needs and restrictions will help States Parties to build sufficient capacity for disease surveillance, detection, diagnosis and containment " ;
(ب) " لا تزال هناك تحديات ينبغي تجاوزها في تطوير التعاون والمساعدة والتبادل على الصعيد الدولي في مجال العلوم والتكنولوجيا البيولوجية للأغراض السلمية كي تحقق الاتفاقية كامل إمكاناتها، ومواجهة هذه المشاكل والتحديات والاحتياجات والقيود ستساعد الدول الأطراف في بناء قدرة كافية في مجال مراقبة الأمراض وكشفها وتشخيصها واحتوائها " ()؛

The Final Declaration of the Seventh Review Conference, for example, while noting " existing bilateral, regional and multilateral assistance, cooperation and partnerships " , recognized that " there still remain challenges to be overcome in developing international cooperation, assistance and exchange in biological sciences and technology for peaceful purposes " , but did not state what these challenges were.
وقد جاء في الإعلان الختامي للمؤتمر الاستعراضي السابع مثلاً أن المؤتمر بينما يلاحظ " وجود المساعدة والتعاون وعلاقات الشراكة على الصعيد الثنائي والإقليمي والمتعدد الأطراف " ، يُقر بأنه " لا تزال هناك تحديات ينبغي تجاوزها في تطوير التعاون والمساعدة والتبادل على الصعيد الدولي في مجال العلوم والتكنولوجيا البيولوجية للأغراض السلمية " ()، لكن لم تُبيّن التحديات المقصودة.

4. The synthesis paper of 2009, recognizing that " there remain challenges in developing international cooperation, assistance and exchange in biological sciences and technology for peaceful purposes to their full potential, and that many States Parties face considerable obstacles in building sufficient capacity for disease surveillance, detection, diagnosis and containment " , listed the following specific problems as needing attention:
