11. On the basis of Security Council resolution 1244 (1999), as interpreted by the Secretary-General in his reports to the Security Council of 12 June and 24 November 2008 (S/2008/354 and S/2008/692), the strategic objective of the Mission remained the facilitation of a process leading to the consolidation of peace, security and stability in Kosovo and in the region.

55. I welcome the planning efforts that are under way in Nairobi, involving the United Nations Political Office for Somalia, the United Nations country team, the Somalia Aid Coordination Body, the European Commission, the League of Arab States and others, to come up with a peace-building framework, as envisaged in the statements of the President of the Security Council of 31 October 2001 (S/PRST/2001/30) and 25 February 2004 (S/PRST/2004/3).
