إن هذه اﻷعمال العدائية التي تقوم بها دولتان دائمتا العضوية في مجلس اﻷمن ضد اﻷهداف والمنشآت المدنية العراقية تتعارض كليا مع ميثاق اﻷمم المتحدة والقانون الدولي وتعد انتهاكا صارخا لسيادة دولة مستقلة عضو في اﻷمم المتحدة، وخرقا فاضحا لكل المواثيق الدولية.

These hostile acts carried out by two permanent members of the Security Council against Iraq and Iraqi sovereignty and security are shameless acts of aggression, a blatant violation of the Charter of the United Nations and international law, a blatant infringement of the sovereignty of an independent State Member of the United Nations and a scandalous violation of all international treaties.
إن هذه اﻷعمال العدوانية التي تقترفها دولتان دائمتا العضوية في مجلس اﻷمن ضد العراق وسيادته وأمنه هي عدوان سافر وانتهاك صارخ لميثاق اﻷمم المتحدة والقانون الدولي وتعد انتهاكا صارخا لسيادة دولة مستقلة عضو في اﻷمم المتحدة، وخرقا فاضحا لكل المواثيق الدولية.

105. Recently, my distinguished predecessor, H.E. Mr. Javier Pérez de Cuéllar, played a catalytic role in mobilizing and coordinating the response of the international community at large and of the United Nations system in particular to a total of 21 countries confronted with special economic problems as a result of sanctions imposed by the Security Council against Iraq.
