(5) We also strongly support the most recent request of the United Nations Secretary-General to the United Nations Security Council calling for a review of resolution 912 which downsized the United Nations force in Rwanda, and we find the statement of the President of the Security Council in this regard most encouraging;
' ٥ ' كما نؤيد بقوة الطلب الذي قدمه مؤخرا اﻷمين العام لﻷمم المتحدة الى مجلس اﻷمن التابع لﻷمم المتحدة والذي دعا فيه المجلس الى إعادة النظر في القرار ٩١٢ الذي قلص حجم قوة اﻷمم المتحدة في رواندا، ونرى أن بيان رئيس مجلس اﻷمن في هذا الصدد مشجعا للغاية؛

The fact that diamonds are valuable, portable, easy to conceal, and difficult to identify by origin has made it difficult for Member States to apply the relevant Security Council sanctions effectively.

Second: the Republic of Bosnia and Herzegovina should be enabled to preserve its independence, its unity and territorial integrity, and it is necessary to underscore the responsibility of the Security Council in this respect under Article 24 of the Charter.
ثانيا: يجب أن تحتفظ جمهورية البوسنة والهرسك باستقلالها ووحدتها وسلامتها اﻹقليمية، والتأكيد على مسؤولية مجلس اﻷمن في هذا الصدد بموجب المادة ٢٤ من الميثاق.

77. The Special Committee recognizes that overall responsibility for the safety and security of the members of a peace-keeping operation lies with the Secretary-General, who also has to follow the development of the situation and to make timely adjustments in the safety and security arrangements when the situation so requires, and to cooperate closely with troop-contributing countries and the Security Council in this regard.
٧٧ - تسلم اللجنة الخاصة بأن المسؤولية العامة عن سلامة وأمن أفراد عملية حفظ السلم تقع على عاتق اﻷمين العام الذي يتعين عليه أيضا متابعة تطور الحالة، وإدخال التعديلات في الوقت المناسب على ترتيبات السلامة واﻷمن حيثما تقتضي الحالة ذلك، وأن يتعاون بشكل وثيق مع البلدان المساهمة بقوات ومع مجلس اﻷمن في هذا الصدد.

It will intensify this dialogue in the coming work period to encourage these organizations to play an active and coordinated role in facilitating cooperation between States on counter-terrorism matters in accordance with the principles of the Charter of the United Nations and relevant Security Council resolutions.
وستكثف اللجنة حوارها في فترة العمل المقبلة من أجل تشجيع هذه المنظمات على أداء دور فعال ومنسق في تسهيل التعاون بين الدول بشأن المسائل المتعلقة بمكافحة الإرهاب وفقا لمبادئ ميثاق الأمم المتحدة وقرارات مجلس الأمن في هذا الصدد.

We are all aware of the inherent complexities of that delicate matter, and the decisions taken in the Security Council in that regard have not helped to resolve the problem.
نحن جميعا ندرك التعقيدات المتأصلة لهذا الموضوع الحساس ولم تساعد القرارات المتخذة في مجلس الأمن في هذا الصدد في حسم المشكلة.

It was now crucial to implement all the existing instruments effectively, and Azerbaijan welcomed the contribution of the Security Council in that regard.
وقال أيضا إن من الأهمية بمكان أن تنفذ الآن جميع الصكوك الموجودة تنفيذا فعالا، وإن أذربيجان تُرحب بمساهمة مجلس الأمن في هذا الصدد.

We follow with great interest the ongoing work by the Security Council in this respect, and we look forward to the discussions on the General Assembly's follow-up of the Secretary-General's report during this session.
