7. Algeria has systematically tried to justify its failure to investigate cases of enforced disappearance by invoking Ordinance No. 06-01 and has repeatedly told the Committee that the submission of a series of individual communications to the Committee could be an abuse of procedure aimed at bringing before the Committee a broad historical issue involving causes and circumstances of which the Committee is unaware.
7- وحاولت الجزائر بانتظام أن تبرر تخلفها عن التحقيق في حالات الاختفاء القسري بالاستناد إلى الأمر رقم 6-1، وأبلغت الجزائر اللجنة مراراً وتكراراً بأن مجموعة البلاغات الفردية المعروضة على اللجنة قد تشكل إساءة استعمال للإجراءات يقصد منها أن تعرض على اللجنة مسألة تاريخية شاملة تنطوي على أسباب وظروف تجهلها اللجنة.
