5.3 The author reaffirms his position that every member of the initiative group is free not to participate in the collection of signatures but it should not be a ground for denying the registration of the initiative group as a whole.

As well, no assessment of proportionality or reasonableness was provided to justify the denial of the author's right to run for the office of Deputy of the House of Representatives by exclusive reliance on the lack of consent of two individuals, as opposed to the consent of 62 people for their names to be included in the list of the author's initiative group.
