Participated, in 2004, in panel discussions about the problems of children of unknown parentage, about encouraging families to participate in the foster programme for such children and about means of integrating these children into the community.

290. The State of Kuwait pays attention to the care of children born out of wedlock and to the treatment of this underprivileged group. Thus, the Foster Family Code No. 82 of 1977 was enacted to encourage families to take children of unknown parentage into their full custody. The Code, however, provides for the supervision of this process by the Ministry of Social Affairs and Labour so as to protect the rights of the foster child.
290- حرصت دولة الكويت على رعاية الأبناء غير الشرعيين، ونظمت طرق التعامل مع هذه الفئة المحرومة، فقد قامت بإصدار قانون الحضانة العائلية رقم 82 لسنة 1977 الذي يهدف إلى تشجيع الأسر على رعاية وتنشئة الأطفال مجهولي الوالدين رعاية كاملة تحت إشراف وزارة الشؤون الاجتماعية والعمل بما يضمن حقوق الطفل المحتضن.

Social welfare institutions provide suitable care for children of unknown parentage and children deprived of proper care in the family or community. This care is provided without any discrimination on any grounds.
53- تقوم دور الحضانة الاجتماعية بتقديم الرعاية المناسبة للأطفال الصغار مجهولي الوالدين وذوي الظروف الخاصة ممن لا تتوفر لهم الرعاية السليمة في الأسرة أو المجتمع الطبيعي، وتتم هذه الرعاية دون تفريق بين المواليد لأي سبب.

We wish to add that, through the Children's Home and the Boys' Home, the Ministry of Social Development offers various types of accommodation, health, social, psychological and educational services, in addition to cultural and leisure programmes for orphans of unknown parentage.

It also stipulates that minors whose parents are unknown shall have the nationality by birth of the State in which they reside, in order to ensure that they are not stateless.
