(i) Governments should continue to prioritize investigations of intercepted and seized shipments of precursor chemicals and to rigorously follow up on all information provided on attempted diversions;

Similarly, States should consider launching law enforcement investigations when attempted diversions have taken place, as well as putting in place mechanisms for identifying attempted diversions by monitoring transactions involving precursors, materials and equipment used in the illicit manufacture and production of narcotic drugs and psychotropic substances.

For about 10 years a monitoring system had been in place, based on close cooperation between enforcement authorities and the chemical industry, and enabling the early exchange of information on suspicious diversion attempts.

Controls do not serve their purpose if all States facing similar situations with regard to the trafficking of precursors do not take similar practical steps to ensure that diversion attempts are identified or do not share their experiences in implementing controls.
ولا تؤدي عمليات المراقبة الغرض منها ان لم تتخذ جميع الدول التي تواجه أوضاعا مماثلة فيما يتعلق بالاتجار بالسلائف خطوات عملية مماثلة لضمان الكشف عن محاولات التسريب ، أو اذا لم تتقاسم خبراتها في مجال تنفيذ عمليات المراقبة .

6. Encourages Member States to ensure that stopped diversion attempts receive the same investigative attention that would be afforded to a seizure of the same substance, since such cases could provide valuable intelligence that could prevent diversions elsewhere;
6 - تشجّع الدول الأعضاء على ضمان توجيه انتباه في التحقيقات إلى محاولات التسريب الموقوفة يماثل الانتباه الذي يوجّه إلى ضبط المواد نفسها، لأن مثل تلك الحالات يمكن أن توفر معلومات استخبارية قيّمة يمكن أن تؤدي إلى منع عمليات التسريب في موضع آخر؛

(b) The reported number of false companies investigated for ordering controlled chemicals and the incidence of falsified import certificates detected by authorities suggested that knowledgeable and sophisticated syndicates were orchestrating diversion attempts throughout the region;

The necessary actions to be taken by States to prevent diversion, and the success of those actions in identifying attempted diversions and stopping shipments, are possible only if States have established an adequate legislative basis or system of control that allows them to monitor effectively the movement of precursors.
١ - لن يتسنى للدول اتخاذ اﻹجراءات اللازمة لمنع التسريب، ولن تتكلل تلك اﻹجراءات بالنجاح في الكشف عن محاولات التسريب وفي وقف الشحنات، إلا إذا أرست الدول أساسا تشريعيا أو نظاما رقابيا مناسبا يمكنها من رصد حركة السلائف على نحو فعال.

1.
