At this, the first meeting presided over by Algeria during this year's session of the Conference on Disarmament, I would now like to extend a warm welcome to our distinguished guest, His Excellency Mr. Mourad Medelci, Minister for Foreign Affairs of the People's Democratic Republic of Algeria.

Mr. Medelci (Algeria) (spoke in Arabic): First of all, I would like to congratulate you, Sir, on your assumption of the presidency of this session of the General Assembly.

Lastly, I echo the appeals made by the Secretary-General, Mr. Ban Ki-moon, and by Minister Medelci to the members of the Conference to adopt a programme of work without delay.

23. With regard to Algeria's contribution to international efforts to promote human rights, Mr. Medelci confirmed Algeria's candidacy to become a member of the Human Rights Council for the 2014 - 2016 mandate.

Mr. El Dandarawy (Egypt) (spoke in Arabic): Mr. President, allow me to express the deep appreciation of my delegation to the Foreign Minister of Algeria, Mr. Medelci and for his statement, which covered many specific points and contained excellent advice that we should keep in mind as we engage in our activities during this Conference and, also, in connection with the NPT Review Conference.

Mr. Medelci (Algeria) said that while the ultimate goal of the Non-Proliferation Treaty was global disarmament, there was general agreement that nuclear disarmament and non-proliferation helped to build confidence and maintain international peace and security, and that the peaceful uses of nuclear energy were increasingly essential for development and progress.
