1- تدين برامج العمل والمنظمات السياسية القائمة على أساس العنصرية أو كره الأجانب أو مذاهب التفوق العنصري وما يتصل بذلك من تمييز، بالإضافة إلى التشريعات والممارسات القائمة على العنصرية وكره الأجانب وما يتصل بذلك من تعصب لكونها تتعارض مع الديمقراطية ومع الحكم الذي يتسم بالشفافية والمساءلة؛

واقتناعا منها بوجوب إدانة البرامج السياسية الانتخابية القائمة على أساس العنصرية أو كره الأجانب أو مذاهب التفوق العنصري وما يتصل بذلك من تمييز، لكونها تتعارض مع الديمقراطية والحكم السليم الذي يتسم بالشفافية والمساءلة وبأن التمييز العنصري الذي تتغاضى عنه السياسات الحكومية يُعدّ انتهاكاً لحقوق الإنسان وقد يعرِّض العلاقات الودية بين الشعوب، والتعاون بين الأمم، والسلم والأمن الدوليين للخطر،

(f) In operative paragraph 17 (now 18), the words " doctrines of superiority of one race or group of persons " were replaced by the words " doctrines of racial superiority " , and the words " which are incompatible with democracy and transparent and accountable governance " were deleted from the end of the paragraph;
