1. An item entitled " Review of the concept of the `launching State'" was included in the agenda of the Legal Subcommittee under the following three-year work plan, from the Subcommittee's thirty-ninth session in 2000 to its forty-first session in 2002:
1- أدرج بند عنوانه " مراجعة مفهوم `الدولة المطلقة` " في جدول أعمال اللجنة الفرعية القانونية، بمقتضى خطة العمل الثلاثية السنوات التالية، منذ الدورة التاسعة والثلاثين للجنة الفرعية في عام 2000 إلى دورتها الحادية والأربعين في عام 2002:

Based on its workplan, the Working Group also considered the work carried out previously by the Legal Subcommittee and its working groups under the agenda items " Review of the concept of the `launching State'" and " Practice of States and international organizations in registering space objects " .
7- نظر الفريق العامل أيضا، واستنادا إلى خطة عمله، في الأعمال السابقة للجنة الفرعية القانونية وفريقيها العاملين في إطار بندي جدول الأعمال " مراجعة مفهوم `الدولة المُطلِقة` " و " ممارسات الدول والمنظمات الدولية في تسجيل الأجسام الفضائية " .

Some delegations supported the adoption by the General Assembly of a resolution on the application of the concept of the " launching State " , which would be based on the conclusions of the Legal Subcommittee following the completion of the three-year work plan on the Review of the concept of the " launching State " (A/AC.105/787, annex IV, appendix).
154- وأبدى بعض الوفود تأييده لاعتماد الجمعية العامة قرارا بشأن تطبيق مفهوم " الدولة المطلقة " يستند إلى الاستنتاجات التي خلصت اليها اللجنة الفرعية القانونية إثر انجاز خطة العمل الثلاثية السنوات بشأن مراجعة مفهوم " الدولة المطلقة " (A/AC.105/787، المرفق الرابع، التذييل).

The Committee noted that, pursuant to General Assembly resolution 56/51, the Legal Subcommittee had continued its Review of the concept of the " launching State " in accordance with the three-year work plan agreed upon by the Committee at its forty-second session.
164- لاحظت اللجنــة أنــه، عملا بقرار الجمعية العامة 56/51، واصلت اللجنة الفرعية القانونية مراجعة مفهوم " الدولة المُطلِقة " وفقا لخطة العمل الثلاثية الأعوام التي اتفقت عليها اللجنة في دورتها الثانية والأربعين.(10)

Annex IV 1. At its 656th meeting, on 2 April 2002, the Legal Subcommittee established a Working Group on agenda item 9, entitled " Review of the concept of the `launching State'" , with Kai-Uwe Schrogl (Germany) as its Chairman.
1- أنشأت اللجنة الفرعية القانونية، في جلستها 656، المعقودة في 2 نيسان/أبريل 2002، فريقا عاملا معنيا بالبند 9 من جدول الأعمال، المعنون " مراجعة مفهوم ' الدولة المطلقة` " ، برئاسة كاي-أوفه شروغل (ألمانيا).

The Chairperson also recalled the work of the Subcommittee under the previous agenda items " Review of the concept of the `launching State'" and " Practice of States and international organizations in registering space objects " , and noted that, under those items, the Subcommittee and its respective working groups had considered information received from Member States on national regulatory frameworks.
كما استذكرت الرئيسة أعمال اللجنة الفرعية في إطار بندي جدول الأعمال السابقين " مراجعة مفهوم `الدولة المطلقة` " و " ممارسات الدول والمنظمات الدولية في تسجيل الأجسام الفضائية " ، وأشارت إلى أن اللجنة الفرعية وفريقيها العاملين المعنيين، قد نظرا، في إطار هذين البندين، في المعلومات التي وردت من الدول الأعضاء بشأن الأطر التنظيمية الوطنية.
