It is worth mentioning that the only existing obstacle to the establishment of a nuclear-weapon-free zone in the Middle East is the non-adherence of Israel to the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) and its continued clandestine operation of unsafeguarded nuclear facilities.

8. The States parties note with concern the continued existence in the Middle East of unsafeguarded nuclear facilities in Israel, and strongly urge Israel to accept forthwith the application of full-scope IAEA safeguards on all its nuclear facilities.

14. Under paragraph 4 of the resolution on the Middle East and the decision on " Principles and Objectives for Nuclear Non-Proliferation and Disarmament " all States not yet party to the Treaty are called upon to " accede to the Treaty at the earliest date, particularly those States that operate unsafeguarded nuclear facilities.

3. The Conference particularly urges those non-parties to the Treaty that operate unsafeguarded nuclear facilities -- India, Israel and Pakistan -- to take similar action, and affirms the important contribution this would make to regional and global security.

The fact that Israel was the only Middle Eastern State not party to the Treaty posed an ongoing threat to the non-nuclear-weapon States of the region, given the operation of unsafeguarded nuclear facilities of unknown safety standards and the potentially catastrophic regional nuclear arms race that might ensue.
