The application of such a scheme would give meaning to the parallel system and enable the Authority to participate effectively in future exploitation. By delaying any potential joint venture until the exploitation phase and by requiring a market-oriented approach, it would also be consistent with the principles contained in the 1994 Agreement.
وإذا طُبق هذا المخطط فإنه سوف يضفي معنى على النظام الموازي ويمكّن السلطة من المشاركة الفعلية في نشاط الاستغلال في المستقبل، ويكون أيضا متمشيا مع المبادئ الواردة في اتفاق عام 1994، ذلك أنه يرجئ أي مشروع مشترك محتمل حتى موعد مرحلة الاستغلال ويقتضي اتباع نهج موجه نحو السوق.

Some delegations emphasized that, while recognizing that there was no automatic extension of the contract, the efforts by the contractors over the past decade must also be recognized; extension of the contract by no means implied negotiation of a new contract, nor did it imply that the contractors must have completed their preparatory work to proceed to the exploitation phase.
وشدد أحد الوفود على أنه رغم التسليم بأن عقود الاستكشاف لا تُمدد تلقائيا، فلا بد من الاعتراف بالجهود التي بذلها المتعاقدون على مدى العقد المنصرم. فتمديد العقد لا يعني بأي حال من الأحوال التفاوض بشأن عقد جديد، كما لا يعني أن المتعاقدين قد أنجزوا الأعمال التحضيرية للدخول في مرحلة الاستغلال.
