2. In order to assist States parties in fulfilling their obligations under article 19, the Committee has adopted the following general guidelines as to the form and content of initial reports.
2- وبغية مساعدة الدول الأطراف في الوفاء بالتزاماتها بموجب المادة 19، اعتمدت اللجنة المبادئ التوجيهية العامة التالية بشأن شكل ومحتوى التقارير الأولية.

1. The Committee may prepare and adopt general comments on the provisions of the Convention with a view to promoting its further implementation or to assisting States parties in fulfilling their obligations.
1- يجوز للجنة أن تعدّ وتعتمد تعليقات عامة على أحكام الاتفاقية بهدف تعزيز تنفيذها أو مساعدة الدول الأطراف في الوفاء بالتزاماتها.

This procedure aims at assisting States parties to fulfil their reporting obligations, as it strengthens the cooperation between the Committee and States parties.
ويهدف هذا الإجراء إلى مساعدة الدول الأطراف في الوفاء بالتزاماتها المتعلقة بالإبلاغ باعتباره أداةً تعزز التعاون بين اللجنة والدول الأطراف().

4. The purpose of the general recommendation is to provide, in the light of the Committee's experience, practical guidance on the meaning of special measures under the Convention in order to assist States parties in the discharge of their obligations under the Convention, including reporting obligations.
4- الغرض من هذه التوصية العامة هو تقديم توجيهات عملية في ضوء الخبرة التي اكتسبتها اللجنة، بشأن معنى التدابير الخاصة المتخذة بموجب الاتفاقية من أجل مساعدة الدول الأطراف في الوفاء بالتزاماتها بموجب الاتفاقية، بما فيها المتعلقة بتقديم التقارير.

The Committee declared that general recommendation No. 32 was intended to provide practical guidance on the meaning of special measures under the Convention, to assist States parties in fulfilling their obligations under the Convention, including reporting obligations.

158- وخلال برنامج ما بين الدورات في حزيران/يونيه 2011، سعى الرؤساء المشاركون للجنة الدائمة المعنية بالحالة العامة للاتفاقية وتنفيذها، بدعم من لجنة الصليب الأحمر الدولية، إلى مساعدة الدول الأطراف في الوفاء بالتزاماتها بموجب المادة 9 من الاتفاقية.

3. At its seventy-fifth session, the Committee had adopted its General Recommendation No. 32, the purpose of which was to provide guidance on the meaning and scope of special measures under the Convention in order to assist States parties in the discharge of their obligations in that regard.
3 - وقال إن اللجنة قد اعتمدت في دورتها الخامسة والسبعين التوصية العامة رقم 32 التي تهدف إلى توفير التوجيه بشأن مدلول ونطاق التدابير الخاصة المنصوص عليها في الاتفاقية من أجل مساعدة الدول الأطراف في الوفاء بالتزاماتها في هذا الشأن.
