The United Nations Development Programme is working at the national level to help countries move towards sustainable energy, forestry and agricultural systems.
ويضطلع برنامج اﻷمم المتحدة اﻹنمائي بأعمال على الصعيد الوطني لمساعدة البلدان على تبني نظم مستدامة للطاقة والحراجة والزراعة.

1. Development of national sustainable energy action programmes for agriculture and rural development
١ - وضع برامج عمل وطنية مستدامة للطاقة من أجل الزراعة والتنمية الريفية

Some progress was achieved; however, steps are still required to further adopt sustainable energy policies and measures that can support the sector's contribution in respect of achieving sustainable development.

20. It must be recognized that a transition towards sustainable energy systems requires more than just marginal adjustments or the replacement of a certain energy technology.

We believe that further efforts need to be made to promote a green recovery and to build up national capacities for adaptation and mitigation of the impact of climate change, while simultaneously stimulating innovation and economic growth, contributing to poverty reduction and ensuring access to sustainable energy sources.
ونعتقد أن هناك حاجة إلى بذل المزيد من الجهود لتعزيز التعافي الأخضر وبناء القدرات الوطنية للتكيف وتخفيف أثر تغير المناخ، مع حفز الابتكار والنمو الاقتصادي في الوقت نفسه، والمساهمة في الحد من الفقر وضمان الحصول على مصادر مستدامة للطاقة.

12. Efforts to achieve sustainable energy systems will result in a secure energy supply that will attract foreign investment and economic development, avoid the environmental degradation associated with non-renewable energy sources and improve the lives of vulnerable populations through cleaner air, natural resource security and local economic improvements.
12 - إن الجهود المبذولة لإقامة أنظمة مستدامة للطاقة ستؤدي إلى تأمين إمدادات الطاقة على نحو يجتذب الاستثمار الأجنبي والتنمية الاقتصادية، وتفادي تدهور البيئة المرتبط بموارد الطاقة غير المتجددة، ويحسِّن حياة السكان الضعفاء عن طريق إتاحة هواء أنظف وتأمين الموارد الطبيعية وتحسين الاقتصاد المحلي.

10. The Executive Secretary reiterated that it was envisaged that the development and promotion of the utilization of sustainable energy sources would represent additional and essential processes by which the biological and economic potential of arid and semi-arid areas may be conserved and improved.
10- وأعاد الأمين التنفيذي تأكيد أنه من المتوقع أن يتيح تطوير وتشجيع استخدام مصادر مستدامة للطاقة عمليات إضافية وأساسية يمكن من خلالها حفظ وتطوير الإمكانات البيولوجية والاقتصادية للمناطق القاحلة وشبه القاحلة.

He added that the benefits to be accrued from developing sustainable energy sources included stemming the depletion of forest resources and control of the resultant land degradation, and that, in areas affected by drought and desertification, the provision of sustainable energy sources would contribute to increased economic opportunity and reduce ecological stress on dryland ecosystems.
وأضاف أن الفوائد المستمدة من تطوير مصادر مستدامة للطاقة تتمثل في وقف استنزاف الموارد الحرجية وضبط ما ينتج عن ذلك من ترد للأراضي، وأن توفير مصادر مستدامة للطاقة في المناطق المتأثرة بالجفاف والتصحر من شأنه أن يسهم في زيادة الفرص الاقتصادية وتقليص الإجهاد البيئي الذي تتعرض لـه النظم الإيكولوجية في المناطق الجافة.

9. Recurrent elements in these policy documents are: promoting the design of sustainable energy paths consistent with sustainable development; promoting efficient use of energy; promoting pollution-free energy options; emphasizing projects that involve environmentally sound technologies; and helping developing countries to meet energy development objectives as a means of achieving sustainable rural development.
٩ - أما العناصر التي تتكرر في هذه الوثائق المتعلقة بالسياسات فهي: التشجيع على تصميم مسارات مستدامة للطاقة تتمشى مع التنمية المستدامة؛ وتعزيز كفاءة استخدام الطاقة؛ وتعزيز خيارات الطاقة غير الملوِثة؛ والتشديد على المشاريع التي تقوم على تكنولوجيات سليمة بيئيا؛ ومساعدة البلدان النامية على بلوغ أهدافها اﻹنمائية في مجال الطاقة كوسيلة لتحقيق التنمية الريفية المستدامة.

17. The primary objectives of the subprogramme are (a) work towards the elaboration and implementation of sustainable energy policies in the ECE region; and (b) assistance to economies in transition in introducing market-oriented energy policies and overcoming short-term problems of supply, integration and interconnection, efficiency, safety and environmental protection.
١٧ - ٥١ اﻷهداف الرئيسية للبرنامج الفرعي هي )أ( العمل على وضع وتنفيذ سياسات مستدامة للطاقة في منطقة اللجنة الاقتصادية ﻷوروبا؛ و )ب( مساعدة الاقتصادات المارة بالمرحلة الانتقالية في اﻷخذ بسياسات في الطاقة ذات وجهة سوقية والتغلب على المشاكل القصيرة اﻷجل المتعلقة بالامدادات، والتكامل، والترابط، والفعالية، واﻷمن، والحماية البيئية.
