562. The Committee urges the State party to ensure, by legalizing and improving the infrastructure and amenities of existing Roma settlements or through social housing programmes, that all Roma have access to adequate and affordable housing, security of tenure, electricity, adequate drinking water, sanitation and other essential services, including safe access to roads.
562- وتحث اللجنة الدولة الطرف على أن تضمن لجميع أفراد جماعة الغجر الوصول إلى السكن اللائق بأسعار مقبولة، وحق الحيازة، والكهرباء، ومياه الشرب الكافية، وخدمات الإصحاح والخدمات الأساسية الأخرى، بما في ذلك الوصول الآمن إلى الطرق، وذلك عن طريق إخفاء الطابع القانوني على الهياكل الأساسية والمرافق القائمة في مستوطنات الغجر القائمة وتحسينها أو عن طريق برامج المساكن الاجتماعية.

65. Based on public tenders, the line ministries provide for the regulation of the basic infrastructure in Roma settlements (construction, renovation or modernisation of water supply networks, sewerage, connection to power supply networks, construction and reconstruction of local roads). In the 2014 - 2020 period, the relevant ministry will replace public tenders with a programme-based approach.
